とします。ここでは，”確実に現場の労働者へ届く”を中間搾取を防ぐと解釈し，to block intermediate exploitationとしました。

も，奇妙な英語。長いが，名詞句のつもりらしい。元となった読売の社説の日本語は，”(比大統領選)対中融和と強権改める機会だ”となっている。思わず，Objection!と言いたくなるが，長くなるので，自重。私であれば，よりspecificに
