State and Trends of Carbon Pricing
1. Carbon pricing now covers nearly 30% of global greenhouse gas emissions.
2. Carbon pricing mobilized over $107 billion for public budgets in 2025.
3. All large middle-income economies have now either implemented or are planning direct carbon pricing instruments.
4. In carbon crediting markets, overall carbon credit issuances rose 8% from 2024 to 2025.
5. Carbon credit prices declined slightly across 2025, but certain types of projects continued to have a price premium, including those eligible for use by international airlines, or highly rated forest conservation and reforestation projects.
FIGURE 7 Carbon prices across ETSs and carbon taxes as of April 1,
(1) Uruguay CO2 tax
(2) Norway carbon tax
(3) Sweden carbon tax
(4) Switzerland carbon tax
(5) Liechtenstein carbon tax
(6) Denmark carbon tax
(7) Netherlands carbon tax
(8) Switzerland ETS
(9) EU ETS
(10) Portugal carbon tax
