First of all, it means “apply.”

まず、それは「適用する」という意味です。

out of your mind

“Dear body, rejuvenate yourself.
I’m not going to interfere from up here (head)
because it’s all makyo anyway.
Rejuvenate yourself.
Bring in energy that serves you.”
