これは疑問詞 who, what の「文法数」に関する問題です。
1,2、いずれも「who, what」が文の主語となっています。
この場合、考え方は2つあり、
(1)意味に応じて述語動詞の単数、複数を合わせる。
(2)表す意味と無関係に who, what の「文法的数」は単数だから is でよい。

When "who" and 'what' are used to ask for the complement of a clause, they can have plural verbs.

したがってwhoが英文の主語になっている場合は、文法的数は単数扱いを受けます。
