The Prime Minister (PM) is the leader of the political party in power. He or she appoints the members of the Cabinet and has control over many important public appointments. The official home of the Prime Minister is 10 Downing Street, in central London, near the Houses of Parliament; he or she also has a country house not far from London called Chequers. The Prime Minister can be changed if the MPs in the governing party decide to do so, or if he or she wishes to resign. More usually, the Prime Minister resigns when his or her party is defeated in a general election. 首相(Prime Minister: PM)は与党政党のリーダーであります。 彼または彼女は、内閣(Cabinet)のメンバーの任命権があり、多くの重要な政治的取り決めを管理します。 首相官邸(Offical home of MP)は、ロンドン中央の国会(House of Parliament)の近くの10 Downing Streetにあります。 また、ロンドンから遠くない郊外にChequersと呼ばれるcountry houseももっています。 首相は、与党の決定や、本人の辞任の意思によって変更することができます。 多くの場合は現首相が所属する政党が公式選挙に敗退した(defeated)場合に変更されます。
The Cabinet
The Prime Minister appoints about 20 senior MPs to become ministers in charge of departments. These include the Chancellor of the Exchequer, responsible for the economy, the Home Secretary, responsible for law, order and immigration, the Foreign Secretary, and ministers (called 'Secretaries of State') for education, health and defence The Lord Chancellor, who is the minister responsible for legal affairs, is also a member of the Cabinet but sat in the House of Lords rather than the House of Commons. Following legislation passed in 2005, it is now possible for the Lord Chancellor to sit in the Commons. These ministers form the Cabinet, a small committee which usually meets weekly and makes important decisions about government policy which often then have to be debated or approved by Parliament. 首相は約20人のMP(Member of Parliament)を各省庁の担当大臣として任命(appoint)します。 それらは、経済に対する責任をもつ大蔵大臣(Chancellor of Exchecquer)、法律、治安、移民に対する責任をもつ内務大臣(Home Secretary)、外務大臣、教育・健康・国防担当大臣が含まれます。 法律問題に責任のあるLoad Chancellorも閣僚の一人でありますが、House of Commonではなく、Hose of Loadに議席をもっています。 2005年に法案通過した法律によって、House of CommonからLoad Chancellorの選出ができるようになりました。 これらの閣僚は、通常は週ベースの小さい会議を開き、後に議会(Parliament)で論議、承認されることになる政府方針の重要な決定を行います。
The Opposition(野党)
The second largest party in the House of Commons is called the Opposition. The Leader of the Opposition is the person who hopes to become Prime Minister if his or her party wins the next general election. The Leader of the Opposition leads his or her party in pointing out the government's failures and weaknesses; one important opportunity to do this is at Prime Minister's Questions which takes place every week while Parliament is sitting. The Leader of the Opposition also appoints senior Opposition MPs to lead the criticism of government ministers, and together they form the Shadow Cabinet. House of Commonでの第2政党を野党(opposition)と呼びます。 野党の党首は次の公式選挙で勝利すれば、首相になることが期待される人物です。 野党党首は、その所属する政党を率いて、政府の失敗や弱点を追求(pointing out)します;これらが行われる重要な機会に、議会開催中に毎週実施されるPMへの質問時間というものがあります。 野党党首はまた、影の内閣(Shadow Cabinet)を組織して政府大臣等を批判する為の上級内閣MP(senior Opposition MPs)を任命します。
The Speaker(下院議長)
Debates in the House of Commons are chaired by the Speaker, the chief officer of the House of Commons. The Speaker is politically neutral. He or she is an MP, elected by fellow MPs to keep order during political debates and to make sure the rules are followed. This includes making sure the Opposition has a guaranteed amount of time to debate issues it chooses. The Speaker also represents Parliament at ceremonial occasions. The party system
Under the British system of parliamentary democracy, anyone can stand for election as an MP but they are unlikely to win an election unless they have been nominated to represent one of the major political parties. These are the Labour Party, the Conservative Party, the Liberal Democrats, or one of the parties representing Scottish, Welsh, or Northern Irish interests. There are just a few MPs who do not represent any of the main political parties and are called 'independents'. The main political parties actively seek members among ordinary voters to join their debates, contribute to their costs, and help at elections for Parliament or for local government; they have branches in most constituencies and they hold policymaking conferences every year. 議会制民主主義のイギリスの制度において、誰もがMPに立候補する権利を持っており、しかし主要政党から任命されない限り、選挙に勝つ機会はほとんどありません。 これら主要政党には、Labour Party(労働党)、Conservative Party(保守党)、Liberal Democrat(自由民主党)、またはスコットランド、ウェールズ、北アイルランドの利権を代表する1つの政党があります。 これらの主要政党に所属しない少数のMPも存在し、independentと呼ばれています。 主要政党は、彼らの党内会議に参加したり、政治資金を寄付したり、議会や地方自治の選挙活動を支援するメンバーを普通の有権者の中から積極的に求めており、選挙区のほとんどに支部があり、毎年policy-makinig confereneを開催しています。

総理大臣は約20人のベテラン国会議員を各省庁の担当大臣として任命します。それらは、経済に対する責任を持つ財務大臣(Chancellor of Exchequer)、法律・治安・入国管理に対して責任を持つ内務大臣(Home Secretary)、外務大臣(Foreign Secretary)、さらに教育、厚生、国防の各担当大臣(Secretary of State)が含まれます。法律問題に対して責任を持つ大臣(大法官:Lord Chancellor。訳注:主に民事案件を扱う最高位の裁判官であり、刑事案件は司法省および司法長官の管轄)も閣僚の一人ですが、ごく最近まで庶民院ではなく貴族院に議席を持っていました。2005年に承認された法律によって、庶民院から法務大臣を選出できるようになりました。これらの閣僚は内閣として週ベースで会議を開き、政府の方針を決定した上で大抵の場合、国会において議論・承認されることになるのです。
