徐々に音が変わるのではなく、最初から r の音を伸ばすという点が重要であると考えているからだと思われます。
手島良著『スラすら・読み書き・英単語』でも、やはり r の音を伸ばすという説明です。

「er は、舌の先でのどの奥のほうを触ろうとする r の発音を長く伸ばしたもの、と思えばよい。」
日本だけではなく、海外でも徐々に音色が変わる音ではないことを強調する点は同じようです。
Peter Avery, Susan Ehrlich 著『Teaching American English Pronunciation』には、her の母音を /ər/ と表記しているのですが、以下の説明があります。
“Although we are using two symbols to represent this sound, it is really a single sound and should be taught as such. This vowel sound can be described as an r-coloured mid central vowel. In other words, it has characteristics of both the schwa (/ə/, as in machine) and the /r/ sound. It is like the schwa in that it is a mid central vowel and like the /r/ in that the tongue curls back slightly.”

この解釈も、「1つの音」なのではなく、むしろ「a single [set of] sound 」がより適切でしょう。
恐らくは「あいまい母音を出し終わって、舌をひょいと上げるんじゃないよ」を強調しているのでしょうが、「あいまい母音でスタートし、すぐに舌先が持ち上がる」発音は間違っていないからです。
ですから、この音をすべて r に統一して表記すれば以下のようになります。
ring /rɪŋ/
car /kɑr/
here /hɪr/
store /stɔr/
fire /faɪr/
bird /brːd/
これはこれで正しいはずです。しかし、これでは、子音(半母音)の r と、母音の r が区別できていないため、母音として r を使っているときのみ、r を ɚ に置き換えるわけです。すると以下のような表記が出来上がります。
ring /rɪŋ/
car /kɑɚ/
here /hɪɚ/
store /stɔɚ/
fire /faɪɚ/
bird /bɚːd/
これが『ルミナス英和辞典』や『ライトハウス英和辞典』で使われている記号です。
「r音化」の curve と far の発音表記については、同感です。
far の音で、r音が出るのは最後の部分だけですので、curve の母音と同じように表記することについては違和感を覚えます。
私が申し上げているような curve の母音において最初から r を出す発音が正しいとすると、far においても最初から r を出さなければいけなくなり、成り立たなくなってしまいますね。

単純に「during the articulation of the vowel」ではなく「at least」がある点も、長母音が発音される時間の「一部ないし全部」を通じて舌が「turned up」されると読めます。
