英文読解?コミュの質問

お初にお目にかかります。　久しぶりですカズマさん。

Poverty may best be understood as applying to not just to those who are victims of a maldistribution of resources but,more exactly, to those whose resouces do not allow them to fulfill the elaborate social demands and customs which are placed upon citizens of that society in the first place. this is a criterion which lends itself to scientific observation,measurement and analysis.

一行目のmay bestの訳がわかりません。
may well の最上級表現だと思ったのですが、best は単なる強調なのかと思うのです。 may well って　～するのも当然だと、～かもしれない　みたいな訳がありましたよね。　なんだが、スッキリしません。この文章のこの段落は一段落の第一文ではなくて、途中の部分なので前後の兼ね合いで決定されるのかもしれませんが。。。ワカるって方がいらっしゃったらご教授お願いします。

あまり自信がありませんが誰もコメントしないので
had best ＋動詞の原型ってのがありますよね。

may best は普通に助動詞が使われてるので
訳はそのままでいいんじゃないでしょうかね。
「一番分かりやすいかもしれない。」
「最も分かりやすいかもしれない。」　どうでしょう。

疑問に思ったのですが、hamashoさんのいずれの役にも～やすいっていうのが出てくるのですがその根拠が僕の中で見えてきません。　でも、hamashoさん曰く、どうやら単なる推量としてmayを解釈したようですね。　僕も直感的にそう思います。直感とか言ったら管理人さんにマダマダだな～って言われそうですけど。ｗ
