苦学楽学　[英語一日一習]コミュの「泥縄」という言葉の英語版

賞味期限切れの記事ですが、ニューヨークタイムズ紙（昨年１２月２１日付）で、彼のクラーグマン教授が、アメリカの住宅ローン・バブルは不健康な貸付を野放しにしたグリンスパーン元FRB議長のせいであるとし、バーナンキ現FRB議長が打ち出した住宅ローン規制強化も「馬が逃げた後で馬小屋の扉を閉めるようなものだ」と両議長を難じる手厳し論説を書いています。

その中で、三つばかり面白い表現がありましたので、取り上げます。全文は次のサイトで読めます。

When announcing Japan’s surrender in 1945, Emperor Hirohito famously explained his decision as follows: “The war situation has developed not necessarily to Japan’s advantage.”　という一節の中での、“The war situation has developed not necessarily to Japan’s advantage.”　というセンテンス。「戦況は必ずしも日本に有利には展開していない」という趣旨です。昭和天皇が敗戦宣言の中で述べられた有名な言葉とあるからには、われら日本人なら知っているはずですが、どなたか、日本語での直接引用文をご存じでしょうか？
There was a definite Hirohito feel to the explanation Ben Bernanke, the Federal Reserve chairman, gave this week for the Fed’s locking-the-barn-door-after-the-horse-is-gone decision to modestly strengthen regulation of the mortgage industry: “Market discipline has in some cases broken down, and the incentives to follow prudent lending procedures have, at times, eroded.”の中での、locking-the-barn-door-after-the-horse-is-gone decision という言い方。長いフレーズや、時にはセンテンスまでもハイフォンでつないで、形容詞句として使うことが、最近の英語では増えているようですが、これもその一例ですね。「馬が逃げた後で馬小屋に錠をかける」というのは、日本語でなら、「泥棒に入られてから縄をなう＝泥縄」に当たりますかね。
But maybe Mr. Bernanke was afraid to be blunt about just how badly things went wrong. After all, straight talk would have amounted to a direct rebuke of his predecessor, Alan Greenspan, who ignored pleas to lock the barn door while the horse was still inside — that is, to regulate lending while it was booming, rather than after it had already collapsed. の中の、lock the barn door while the horse was still inside という言い方。馬を逃がさないためには、「馬が中にまだいるうちに馬小屋の戸を閉め」ねばなりませんね。
フレーズやセンテンスをハイフォンでつないで形容詞句として使う例を幾つか挙げます。

we-must-abandon-our-vehicles-and-go-live-in-a-mud-hut tone 「クルマに乗るのを止め、住居もごく質素なものにする」という主張（過度の環境保護論者の唱えるコトバを茶化した比喩）
on a scratch-my-back-and-I-will-scratch-yours basis 魚心あれば水心で、持ちつ持たれつで
