Policy Process
There is a tendency to keep score in lawmaking by counting the bills passed and signed into law in a session of Congress.But progress may be slow on major national issues because difficult issues have to be resolved.Scoring failure to pass as a loss often masks progress being made on such matters.For example,it took some thirty years for the federal government to enact an aid to education program,long an exclusive province of state and local governments.Racial,religious,and federalism issues had to be resolved before a bill could finally gain majority support in both houses.Bills would pass in the House,only then to be filibustered by southern Democrats in the Senate.The Elementary and Secondary Education Act eventually passed in 1965 as part of Johnson's "Great Society" program.
