ポールの娘ヘザーがセックス・ピストルズを代表とするイギリスのパンクロックが好きだったのに影響され、パンク・ロックっぽい曲を作ろうとして出来た曲。ポールが新聞記事で読んだオイルショック（Oil Crisis）を文字ってタイトルを付け、そこから物語風の歌詞を作った。
この曲は未発表のままであるが、ポールがDJを担当したラジオ番組『Oobu Joobu』の第２回で、1980年に録音されたデモが放送され、その時にポールがこの曲の制作過程を語っている。
ボーカルのほとんどがハーフ・スポークンである。
この曲のデモは２種類あり、(1)1977年夏に制作されたデモと、(2)1980年にアルバム『Tug Of War』のために制作されたデモ　がある。それぞれ以下のブートで聴くことができる。
