一年以内でＤｏｗｎした　Ｖｉｓａ．ｇｏｖ．ｍｍ　　EPASSPORT.GOV.MM ウェブサイトには3年間のＩＴ予算をミャンマー政府は彼が経営してる会社（Malaysia’s Multimedia Development Corporation ）に払いました。eVISA サイトのＶｉｓａ料金をカードで支払出来るようにしたＭａｙＢａｎｋは彼と契約した月5000人のＶｉｓａ申請者がないため契約違反でミャンマー政府にミャンマー入国申請Ｖｉｓａ料金をあげないようになってます。

EXPERTS from Malaysia are providing assistance for Myanmar’s e-visa project, one of the initiatives under a government program to provide more services on-line. The project was featured at a meeting between Myanmar’s e-national task force and Malaysia’s Multimedia Development Corporation at the Myanmar ICT Park last week. Mr Christopher Chew, the managing director of Malaysia’s KUB System company, praised the progress which Myanmar has made so far on its e-visa project, which complements an Asean plan to promote tourism on-line. Mr Chew said cooperation between experts from the two countries would help to speed up the implementation for the e-visa system, which could serve as a model for other Asean members. He said the cooperation would include work on developing a "payment gateway" for e-visas. "Myanmar has not got it yet and we will provide it," Mr Chew told Myanmar Times. He predicted that a trial of the system would begin in three months. Myanmar government ministries and two software companies have been working on the e-visa project for about six months. Meanwhile, another Malaysian participant at the meeting told MT that the two countries would start work in May on the technical specifications for 5000 e-passports to be issued in Myanmar. Mr Lee Wai Sum, the assistant general manager of Malaysia’s Iris Cooperation company, said e-passports would be made available to business people and government officials under a pilot project. A review would then determine if the system could be extended, Mr Lee said. His company would provide some of the technology for the e-passports, which were more secure than traditional passports. The e-passports would also be more convenient for travellers because they could be verified at automatic check-in devices in a matter of seconds, said Mr Lee. He said four million e-passports had been issued in Malaysia since March 1998. There were 40 automatic check-in devices at exit and entry points in Malaysia, he said.


A MEETING which brought together the United Nations special envoy to Myanmar, Mr Razali Ismail, and the State Peace and Development Council’s three top generals has revitalised the national reconciliation process. The meeting last Friday included face-to-face talks between Mr Razali and the SPDC Chairman, Senior General Than Shwe. Speaking at Yangon airport ahead of his departure, Mr Razali described his talks with the SPDC Chairman as "useful." "I am optimistic over the results of my discussions," Mr Razali told Myanmar Times. "I learned a lot and I was honoured by the privilege accorded to me," Mr Razali said before leaving for Kuala Lumpur after his seventh visit to Myanmar as special envoy since April 2000. The 90-minute meeting between Senior General Than Shwe and Mr Razali took place at the Pyithu Hluttaw (parliament house) on Pyay Road. The SPDC Vice Chairman, Gen Maung Aye, was just back from a state visit to Thailand and joined the meeting, which was also attended by Secretary-1, Lt-Gen Khin Nyunt. The discussion between Senior General Than Shwe and Mr Razali has been widely viewed as being of enormous consequence. Mr Razali’s visit also included two meetings with the National League for Democracy’s Daw Aung San Suu Kyi. The envoy said he hoped to be back in Yangon within three months and predicted "new developments" soon. "You will probably be a witness to it," he was quoted as telling diplomats. Mr Razali maintained a hectic schedule during his four-day mission, which came amid growing international concern at the dialogue process he helped to initiate. His itinerary included meetings with ethnic leaders, government ministers, members of the National League for Democracy, diplomats, representatives of non-government organisations and business leaders. The Malaysian diplomat and businessman, who is mandated by UN Secretary-General Kofi Annan to broker a political settlement in Myanmar, arrived in Yangon last Tuesday for what a Western diplomat said would be his "biggest test." Mr Razali had a two-hour meeting with Lt-Gen Khin Nyunt last Wednesday, when he also held talks with Daw Aung San Suu Kyi. He also had a dinner meeting at her lakeside residence last Thursday. He also met senior government ministers including Labour Minister U Tin Winn, Minister Brig-Gen Abel of the SPDC Chairman’s office, and the Deputy Foreign Minister, U Khin Maung Win. The hopes generated by the visit of a revitalised national reconciliation process could not have come at a better time as they coincide with negative international speculation over their progress. The release of more than 250 political detainees and relaxation of restrictions on political parties since the talks begun in October 2000 have been regarded as signs of smooth progress. A diplomatic source who also declined to be named told Myanmar Times that Mr Razali was happy with his mission and he was optimistic over the success of his mandate. But the envoy had refrained from elaborating on his discussions this time, the diplomat said. "He made coded comments and I am as confused on the matter as I was yesterday," the Asian diplomat said after a meeting with Mr Razali last Friday. "Mr Razali informed diplomats at that meeting that national reconciliation was on track." The UN Secretary-General Mr Kofi Annan said in a media release on April 19 that Mr Razali’s mission would provide a "fresh momentum" to develop the confidence-building stage of the talks to a more substantive dialogue in the near future. The US Assistant Secretary of State, James Kelly, said after meeting Mr Razali in Kuala Lumpur on April 16 that the Malaysian diplomat has done an "excellent job".
