North Korean ship in Rangoon Harbour arouses suspicion
Nov 07, 2006 (DVB) ・Governments of Japan and the United States called on Burma痴 military authorities to carry out investigations aboard a North Korean ship which came to dock at Rangoon Thilawun Harbour last Saturday, according to media circles in Rangoon.

The UN Security Council imposed economic sanctions on North Korea after the communist country carried out a nuclear test on 9 October, and the UN also issued an order to check all North Korean ships sailing on the international waters to prevent the spread of nuclear weapons.

Washington was suspicious that there might be some banned military weapons on board the ship and the authorities in Rangoon were told to check its cargo. But Rangoon replied that nothing suspicious was found, the Japanese foreign ministry said today. In a statement issued yesterday, the Burmese foreign ministry also said that the ship had departed from Thilawun Harbour on Sunday. It added that the ship was allowed to take refuge in Thilawun Harbour for awhile on humanitarian grounds as there were insufficient fuel, water and food on board.

A journalist in Rangoon told DVB that local eyewitnesses said an extended number of naval personnel was positioned near Rangoon Harbour last Saturday and Sunday.

Although it could not be confirmed whether the North Korean ship was carrying banned weapons or not, reports of North Korea providing nuclear and military technologies to the ruling junta in Burma, the State Peace and Development Council (SPDC), have been coming out sporadically in the past. At the news conference held on 8 October, the SPDC spokesman Brig-Gen Kyaw San stated that there is no military contact between North Korea and Burma. Nevertheless, Thailand-based Burma army watcher Htay Aung said that he received reports of the presence of North Korean military experts in central Burma.

糎hat we have learnt is, in central Burma, especially at Kyaukse, we have heard and known the reports that North Korean experts are being spotted,・said Htay Aung. 全ome North Korean ships secretly docked at Rangoon Thilawun Harbour from last July. There were also reports that some materials were secretly unloaded on the right (?side of the ship) and carried away on military trucks.・

When asked how reliable the reports are, Htay Aung admitted that it has been difficult to confirm the reports but justified his suspicion thus:

禅he reason is, what we know is the military government is trying to make the Burmese Army a modern and strong one. We all know that they are trying to buy not only modern military weapons but also technologies from abroad. In order to do that, they tried it from Russia, and from big countries such as India, China. But they didn稚 get technologies regarding nuclear as much as they expected, and we received reports that they approached cash-strapped North Korea.・

When asked about India痴 recent activities on the provision of weapons to the SPDC, Htay Aung said:

糎ithin August, it was learnt that an Indian naval ship docked at Thilawun Harbour where this North Korean ship had docked. If I have to be exact, it was on 16 August. We have obtained the exact report that the Indian Army had transferred 105mm artillery pieces to the Burmese Army.・

He added that many Burmese army officers are still being sent to Russia to study military technologies and that he received 祖oncise・reports that secret construction projects are being carried out in central Burma with the help of experts from Russia and Italy. He also reasoned that although China has been the biggest supplier of arms to Burma since 1988, Burmese generals turned their attention to other countries to get more advanced weapons because the Chinese weapons are of poor quality.
