The ICTJ Essentials Course Tokyo


The International Center for Transitional Justice (ICTJ) is pleased to announce the Tokyo-based Essentials Course: a 3-day intensive course on transitional justice. The course will focus on a range of topics including prosecution mechanisms, truth commissions, reparations programs, vetting mechanisms, and reconciliation initiatives. To substantiate these theoretical concepts, the course will use various case studies from all over the world to specifically discuss relevant elements to the Asian region.



DRAFT PROGRAM OUTLINE*

INTRODUCTION: History and theory of Transitional Justice
THEME 1: Criminal Prosecution (International, “hybrid”, and domestic approaches),
THEME 2: Truth seeking (truth commissions, unoffical truth projects)
THEME 3: Transitional Justice and Gender
THEME 4: Memorials, museums, and memorialization
THEME 5: Reparations
THEME 6: Vetting and other reforms
THEME 7: Sequences of Transitional Justice Mechanisms
THEME 8: Transitional Justice and demobilization, disarmament and reintegration (DDR)
THEME 9: Role of Civil Society in Transitional Justice

CASE STUDIES:, Selected countries such as South Africa, Morroco, Chile, Guatemal, Peru, Indonesia, Sri Lanka, and Timor-Leste.


OPEN DISCUSSION: Commonality and Differences in the Asian region
REVIEW: Key lessons, trends, and gaps in the field



Topics

The course will cover the essential themes, mechanisms, and case studies in the field of transitional justice. The course will focus on a range of topics including prosecution mechanisms, truth commissions, reparations programs, vetting mechanisms, and reconciliation initiatives. It will also explore the intersection between efforts to achieve justice and accountability, and negotiations to ensure sustainable peace. The course uses various case studies from all over the world and encourages participants to discuss relevant elements to the Asian region.


Objective

The course aims to equip busy professionals with the knowledge required to conceive and implement transitional justice policies and programs that are in line with international best practices. The program is primarily targeted at mid-level and senior staff of multilateral agencies, governments, NGOs, foundations, and universities who wish to undertake an intensive course on cutting-edge developments in this important and expanding field.



Dates, Location & Cost

The course will be held from December 8-10, 2006.

This course will be taught in English. Graduates will receive a Certificate of Completion.

The venue for the course is Institute for International Cooperation (IFIC) of the Japan International Cooperation Agency (JICA), in the heart of Tokyo in Japan.

The cost of the course is $395 US dollars, payable within 15 business days following admission into the course. Included in the course fee are all resource materials such as a reader and a CD-ROM, daily refreshments and an opening reception dinner. (Payment arrangements will be described in the acceptance letters.)


Instructor

1. Louis Bickford, Networks and Capacity Building Unit Director

Louis Bickford, PhD, Networks and Capacity Building Unit Director at the ICTJ and Adjunct Professor of the Wagner School of New York University and the City College of New York (CUNY), a political scientist, has consulted with governments, NGOs, human rights activists, and democratic movements on strategies for confronting the legacies of past abuse in more than a dozen countries.

Previously, he was the associate director of the Global Studies Program and a lecturer in International Studies at the University of Wisconsin, Madison. Dr. Bickford has worked as a consultant for the Ford Foundation in Chile, and was a visiting researcher at the Latin American Faculty of Social Sciences. He earned a doctorate at McGill University (1997) and an MA at the New School for Social Research (1993), both in political science, and did additional graduate work at the University of Oslo, Norway. He has published in Human Rights Quarterly and Latin American Research Review, and has contributed chapters to several books, including The Art Of Truth-telling about Authoritarian Rule (2005).

Materials

Applicants will receive a CD-ROM of extensive core readings and materials on transitional justice. Upon arrival at the course, participants will also receive. a resource packet reader including the key readings.

Travel & Accommodation

Although the ICTJ does not cover participants' travel, visa, accommodation, or insurance costs, it will provide letters in support of participants' visa applications. All travel and accommodation arrangements must be organized by the participant.

Application Process

Applications are due no later than November 5, 2006. Decisions on these applications will be communicated by November 10, 2006. The course will be limited to a maximum of 30 participants.
