Sasana Moli (International Burmese Monks organization) Declaration Date: 19 February 2008
Sasana Moli (the international Burmese Monks organization) makes the following declaration in objection to the State Peace and Development Councils order number l/2008 and 2/2008.
Chairman of the State Peace and Development Council, Chief of Staff; Senior General Saw Maung himself said before the 1 990 election that the purpose of the election was to transfer the power to the party that would win the election and after the transfer of the power,the military would return to its barracks. This was said in his speech that the entire country heard. However,the military government has not transferred the power until today. It has not returned to its barracks either. It has broken its promise.
According to the declaration number l/1990 (a)by the State Peace and Development Council,”Only the Winning party has the right to present,change,and add the 1947 and 1974 constitution”. However,today, the State Peace and Development Council has drawn the constitution without any participation of the National League for Democracy, the winning party, and therefore, it is breaking its own law.
According to Stale Peace and Development Council's declaration number l/1990 (b),”Only the elected representatives from the winning party have the right to convene a parliament and write the constitution." However, today, the representatives from the winning party are not among those who convene the parliament and write the constitution, and therefore, it is not in accordance with that declaration.
According to Stale Peace and Development Councils declaration number l/1990 (c),”The parliament should consist only of the elected representatives, and the State Peace and Development Council should transfer the power only to the government elected by that parliament.” However, according to the declaration made today, the representatives are not in the future government that is going to be elected, and therefore, it can never be a government elected by the government
In short, the declaration to hold a second election without acknowledging the results of the 1990 election reflects the injustice of the military government.
If the military government is taking 14 years to carry out steps one and two of the seven steps of its road map, to hold a national convention and to write the constitution, no one can tell how long it will take to finish all seven steps.
Since the time of the former United Nations Secretary General Kofi Anan, Mr. Razali was sent starting from Apri1 4, 2000, so that there could be a tripartite discussion among Daw Aung San Suu Kyi, the National League for Democracy, and various ethnic minorities. Even though Mr.Razali was promised that they would carry out his request for the tripartite discussion, until today it has not been done. The second time, the united Nations General Secretary Bankimoon, the special envoy Mr. Gambari and the human rights envoy at the United Nations Mr. Pinero, asked for the tripartite discussion, and promises were given several times, but nothing was done. Looking at these two things, it is obvious that the Burmese government does not take the United Nations Security Council seriously, but does whatever they want to do.
For the above reasons, Sasana Moli (the International Burmese Monks Organization) declares its objection to the military government's order number l/20-8 and 2/2008.
They are not supposed to be setting a date to hold a fake election but to have a dialogue for national reconciliation・In order to do so, the government should release Daw Aung San Suu Kyi, U Tin Oo and all of the political prisoners and have a dialogue with the Senior General Than Shwe who has the most responsibility・ Therefore, instead of setting a date to be holding an election, this organization request that it announce the date of the release of the monks and nuns arrested during this golden-yellow revolution, Daw Aung San Suu Kyi, U Tin Oo, and all of the political prisoners be11〕re April 17.
Furthermore,we would like to make a special request to the united Nations, members of the United Nations, the United Nations Security Council, the United Nations Human Rights Organization, and the ASEAN countries that they all help and participate in the national reconciliation and bring about a genuine democratic government.
