多くの留学サポート情報や、ワーホリ協会などの見解で、ニュージーランドへのワーホリビザの申請対象者が、
●１８歳以上３０歳以下で日本国籍を有すること。とされ、加えて３０歳の方は３１歳の誕生日の前に入国する事が条件です
と、言われていました。
かく言う私も、現在３０歳で申請をし、なんとか３１歳を前に認可が下りました。
ところが、次の問題があり、３０歳は３１歳の前の入国条件があるとのことでした。私は４月生まれなので、もう１か月切ってしまうのですが、いろいろ諸事情があり、この１か月での渡航は難しくなってました。
そこで、ダメもとで、移民局の方に問い合わせてみたら、３０歳でも、申請受理されていれば、ビザに書かれているissue date内に渡航すれば、問題無いようです。

Dear *****,
Thank you for your e-mail.
As your working holiday visa has already been approved you can enter New Zealand at any time from now to ** February 2011. The age condition applies before an application is submitted.
"To be eligible for a work visa or permit under the working holiday scheme applicant's must be aged no less than 18 years of age and no more than 30 years of age, unless their scheme allows a different age limit..."
Given that your application has been approved- regardless of age you may travel to New Zealand at any time before or by ** February 2011. Your working holiday period starts when you enter New Zealand.

I'd like to inqure for my working holiday visa condition.
Acturlly I alredy had been issued visa (Client number: ******),
but I was wondering if I have to enter in New zealand before date of my birthday.
I'm now 30 years old, so in this case I have to enter before 31th birthday or not.
Possibly I misunderstand term&condition "be at least 18 and not more than 30 years old" meaning.
So please let me know how should I do.

年齢制限の見解としては、３１歳自体は関係なく、申請時が３０歳で、認証が下りた日付内に渡航出来ればいいようです。なので、場合によっては３２歳でのワーホリも可能かもしれません。

実際に31歳の誕生日を過ぎてからワーホリビザで入国できた人を2人知ってます。（ここ1年の間に会いました。で、ふたりとも既に32歳になっていました）
2人とも「31歳の誕生日までに入国しないといけない」ということを知らず、入国の際に普通にワーホリビザのコピー（印刷した紙）を見せたところ、問題なく入国できたようです。
ただ、NZのイミグレはかなりいい加減なところがあって、担当者によって言うことが違いました。
念のために、イミグレから受け取ったEメールを印刷して持参し、もし止められたときに提示できるようにしておく方が良いと思います。
最初から出す必要はないと思いますけどね＾＾
