ところで、日本語の「(明けまして)おめでとう(ございます)」のつもりで、"Congratulations!" と言えば、相手は怪訝な顔をするでしょう。英語圏では、"(I wish you a) Happy New Year!" が決まり文句です。「コトバの違いは文化の違い」であります。
