I believe it depends on the person judging this matter as to what they believe fluent English is.
Personally, no disrespect to the people who do this as a job, but when you go to an international airport in Japan, such as Narita, there are announcements read out in English to foreign people. This certainly to me, sounds like it is being read out by Japanese people.
I find the announcements very hard to understand, and have spoken to other native English speakers regarding this matter, and they totally agree with me. In fact, some of them do not understand what they are saying at all and find it very annoying.
Do you call this fluent English because thay are able to read the announcements? I don't. For one reason that if you cannot understand them perfectly well, then it cannot be fluent.
I know most of you in this community may be Japanese, but do you call those people fluent at English?

No I dont't think so.
In Nagoya international airport that's called CETRAIR, here we can notify a grammatical mistake as soon as we get to.
On travolator announcer says " Wacth your steps".
There is anywhere(Is that american slung?) if I look for the English that I am hard to do of understanding in Japan.
