8. Contents
1) March Project keeps neutral position for any political phases, and stay out of politics in each nation.

2) We get a Catuddisa Sangha Head Quarter concerning with this project in Japan into “Houonji” Temple, and it coordinates official relations totally.

3) We keep an office in Cambodia into “Sat Dharma Center”, head office of Catuddisa Sangha Cambodia, and it coordinates official relations in Cambodia. AIM Cambodia assists other official relations.

4) We keep an office in Thailand into Bha-Swan-Wang Temple as tentative head office of Catuddisa Sangha Thailand, and it coordinates official relations in Thailand.

5) We keep an office in Taiwan into Taiwan-Tibet Exchange Foundation Inauguration, and it coordinates official relations between Taiwan and Tibetans.

6) We keep an office in India into Sera-Jye Monastery, and it coordinates official relations between India and Tibet.

7) We continue to have this event every year.

8) We express our Joint Statement for World Peace by Buddhists to every Medias to whom and where it may concerns.

Stage 2&3,

9) Foreign participants in Thailand are consisted of around 20 to 30 from Japan, Taiwan, India (including Tibet), Burma, Sri Lanka, Vietnam and Cambodia.

10) Thai participants are consisted of around 10 to Cambodia except voluntary attending.

11) 10) are selected by Thai Theravada and Catuddisa Sangha Thailand.

12) Sri Lanka and Burmese participants are invited by Empowering people for Strong Society in Thailand

13) Vietnamese and Tibetan participants are invited by Catuddisa Sangha Japan.

14) Catuddisa Sangha pays all participants traffic and hotel expenses both in Thailand and Cambodia during May 31st ~ June 6th 2008.

15) Catuddisa Sangha provides food and drink expenses both in Thailand and Cambodia during May 31st ~ June 6th 2008.

24) According to MOU and Agreement with Ministry of Cult and Religion (MCR), Catuddisa Sangha supports necessary expense for this event in Cambodia except the Lecture of Lotus Sutra by Nichiren order.

25) CS Cambodia reports about total account for how the money is spent for this event.

26) CS Cambodia stuffs attends this event as relief party and other general support such as injury, hurt, rest for lavatory and so on.

27) According to the Alliance with Theravada Buddhism, International Sangha Committee (ISC), which is newly established by Alliance, informs to each Cambodian temple and monk officially.

28) CS Cambodia plans the route of walk where we have March in Cambodia including any rest places such as time for lunch and others.

29) CS Cambodia coordinates all other negotiations with other government offices concerned especially for traffic law.

30) CS Cambodia gives any information above 24, 25, 26, 27, 28 and 29) to Catuddisa Sangha HQ in Japan.

9. Assignment
First of all, Catuddisa Sangha is facing with two imminent assignments. First one is that we have to inquire the method to expand this movement to other Buddhists in other countries where we have not expanded into many areas in Asia and other territories. One another are that we also face with the method to commit with other Japanese major orders even this project has emerged in Japan.
Besides that, Catuddisa Sangha has following assignments as its future formation according its policy.

1. Separation of government and religion (the dual structure of the society)

Catuddisa Sangha faces to “political power” as an “ethical authority,” and plans the idealization of general meaning of “Politics” by facing each other. Politics does politics in the political territory, and when Religion does politics (activity of engaged Buddhism) in the religious territory, it has been kept the separation of government and religion. It means that Catuddisa Sangha is willing to emerge the borderless autonomy in this world as a model of “Buddha Land” which expounded in Lotus Sutra, one of Mahayana sutras, to be effective countermeasure of general meaning of “Politics”. However, it does not mean Catuddisa Sangha takes anti-governmental actions. Preferably, it supports the nation on the contrary because it leads political morality to idealize.
Moreover, the borderless autonomy supplies the stability of people’s life even when any political or economical crisis occurs. Especially it is effective for developments of Developing Countries because there is almost any chances for them to develop (it means economical development as world standard) at all in this present Globalization which is controlled by the “Strong” such as advanced countries and multinational corporations.

2. Religious counter measure

Consequently, Globalization (Neo-liberalism) has been causing serious environmental disasters physically and social divide ethically as mentioned above. (For example, North-South issues, Disparities between rich and poor, Human Rights violation from strong to weak etc.) Unfortunately, all actions which stand against the Globalization have been absorbed by the Globalization structurally. Then, they have been utilized as a measure by Globalization to strengthen the structure of the Globalization on the contrary. Thus; the expected influence must not be absorbed by it. Therefore, it must stand on the different territory from Politics and Economy in the form of exchanging.
By the way, people can be lived by mutual exchanging with others which can be divided 4 aspects as follows; “Commodity exchanging”, “Payment and Delivery”, “Basic level of reciprocity” and “Advanced reciprocity”.
“Commodity exchanging” is the basic form of the market economy. “Payment and Delivery” is the typical form of tax system which the people pay tax and the government delivers the re-distribution to the people. “Basic level of reciprocity” is the traditional form of local community that the person feels debt for donation. If the person does not return it, he (she) can not continue to live or at least he (she) continues to feel the debt in there as long as he (she) lives there. It comes into effect in the exclusive society such as family, village and ethnic communities. In short, these are the society that takes precedence the community rather than the individual.
On the contrary, “Advanced reciprocity” takes precedence the individual rather than the community. It is the society created by the individual concerning aggressively with each other. Religion is the typical society of “Advanced reciprocity” which is created by alms-giving of positive individual concerning.
Accordingly, Religion is the only one possibility to be able to stand on the different territory from Politics and present system of Economy. However, that religion must be “World Religion” such as Christianity, Muslim and Buddhism that could be expanded without the difference of nation, ethnics and language. Moreover, in fact, World Religion has been created by the individual who once freed from restrictions of the exclusive society. (Therefore, these religions had been turned against their traditional communities in the early years of them.) However, it is able to say that the possibility is left to Buddhism from now on because of its non-violence and uncompromising (for unfair, prejudice, discrimination etc.) principle.
Of course it is needless to say that both Christianity and Muslim should not be denied all, there are plenty of important meanings both of them, but it is more important that present repetition of violence (war and terrorism) is caused by the confliction of these two powers consequently and basically.
Catuddisa Sangha is the one allowing different faiths (Freedom of Religion) as ultra-religious community inside and outside of Buddhism. Therefore, in here, the Ethos of Lotus Sutra should be indicated. Because it aims at “Comprehension” for difference (in the half of the sutra, and it is so called “Shaku-mon” in Chinese character); on the other hand, it aims at “Unification” to identical orientation (in the latter half of the sutra, and it is so called “Hon-mon” in Chinese character.) without contradictory.
Thus, Catuddisa Sangha introduces Lotus Sutra as a basic strategy of organizing. The “Odaimoku”, the theme of Lotus Sutra, as it is chanted “Namu Myo Ho Ren Ge Kyo” in Chinese character (“Namo sat dharma pundalika sutra” in Sanskrit.) means the Ethos of Lotus Sutra, and the conception (enlargement of Sat Dharma) is to realize the actual circumstances of ten realms possessing each others in this world (Comprehension) by that ethos (Unification). Buddha had ever taught that this world consists of ten realms such as Buddha (enlightenment), Bodhisattva, Slavaka, Prachieka Buddha, Heaven, Human, Asura, Animal, Pleta and Hell. Every living being and even including environment is always reincarnating around these ten realms spiritually and physically. It means that these each realm is holding another ten realms. Therefore, even Hell is connecting to Buddha (enlightenment), so that Buddhism does not deny all and do realize these ten realms circumstances to be Buddha (awakened individuals) and Buddha land (world peace).
In short, Catuddisa Sangha is willing to emerge “Buddha Land” in this world through it becomes a countermeasure of present Globalization system.

3. Economical counter measure

Past demonstrations and violations (terrorism) against the oppression from the “Strong” (Globalization) have had the opposite effect rather than meaningless because they were absorbed by the structure of Globalization and preferably. strengthen that on the contrary. “Terrorism” is often said it is the violence of the weak in general, but it is the violence against for “our enemy” range from the strong to the weak. Reviewing and considering this point, it can be indicated that the most effective countermeasure is to organize the completed Autonomy not only taking care of the Political field but also economically. This is the “Buddhist Autonomy” that Catuddisa Sangha putting forward as the “Sangha system”. It could be available to emerge when multinational and transnational plural Sangha trade each other with good solidarity. In order to make that possible, establishment of “Bank of Buddha” (existing temple and the church becomes the bank agency) would become indispensable which urge the completed circulation both of the currency and the physical distribution inside. If it is possible, it supplies the stability of people’s life beyond any crisis of Politics and Economy between the nations.
Furthermore, it is desirable that this motion appear from developing countries as a new device which has always been forced disadvantages both field of environmental disasters and social divides.

4.Unit of Autonomy

One autonomous sphere unit (single Sangha) is designated by the believer residence sphere of each temple or church. This is, in another word, another self-governing community from governmental authorities, and it is formed by enough functions such as medical treatment, food, clothing and shelter for autonomy independent from normal political affairs. If any function or any goods become insufficient in the single Sangha, the shortages are going to be supplied with the cooperation (exchanging) of other single Sangha.

5.Form of exchanging and distribution

Exchanging and distribution are done by alms giving (aggressive gift) among Catuddisa Sangha system as its mutual assistance. The alms giving to “Sangha treasure=monks or leaders of single Sangha” (Income of funeral ceremony, memorial service and lecture of teaching of Buddha) is consumed inside the temple, and the alms giving to “Buddha treasure=Bank of Buddha” (Income of making service for Buddha, festival, various business, and talent applications) is utilized in exchange circulation interchange with other Sangha. In this case, the person living in “Sangha treasure” (Leaders of the Single Sangha) becomes the bank clerk of the “Bank of Buddha”, engages to banking in accordance with the decision of International Sangha Committee. As for interchange with other Sangha, it would be done by the mutual agreement to aim at stability independence of each Single Sangha. Offering (alms giving) designates “zero = sum theories” (offset) as the basis, when a some profit occurs, it would be done stores in the Bank of Buddha, or utilizes as offering to other Single Sangha where self-sustaining system is not prepared, or offering for new Sangha establishment. The Single Sangha is possible to make agreement with other Single Sangha of different language or culture (folkways) sphere individually, however, it is much effectible to form “Combined Sangha” by agreement inside identical language or identical culture sphere, and ties mutual agreement between “Combined Sangha” and other “Combined Sangha”.
The ship (the sailing ship) is applied to the circulation of the sea route, but Catuddisa Sangha considers this ship as one Single Sangha, and it belongs to every Combined Sangha where it has the port.
Furthermore, according to the needs, there is also a possibility of trying the simultaneous circulation with all Sangha of micro credit or other currency (the currency unit is “Bodhi”) beside the existing money. Catuddisa Sangha proposes to establish the “Bank of Buddha” in the future.

6.International Sangha Committee

Each Single Sangha promotes its individual business, but separately from the project member, the necessary discussion member (International Sangha Committee) for every Single Sangha is put in place to have proper discussion in management of the Sangha and the exchange circulation between Combined Sangha.
Besides, all items of information are released by International Sangha Committee (ISC).ISC member also installs in every field of section (medical treatment, food, clothing and shelter), and does the activity which is benefited in interchange promotion between other Single Sangha and Combined Sangha.
It is desirable that each Combined Sangha has 4 times meeting a year, however one of it should be held as March Project to exchange other Sanghas.
