*これは、「せいかく」ではなく、「せいさく」ですね☆
「はい。のぐちさんのおっしゃるとおり、始まったところです。(Yes, it does, and it just starts currently.)」
>4.政府は「女性により多くの子供がいなければ大丈夫デス。」と言います。正しいですか。

*これは、「政府は「女性がより多くの子供をもてば大丈夫デス。」だと思います。
「部分的に正しいでしょう、なぜなら、「女性が子供を多くもつ」だけでは、片側(少子化)の面でしか解決しないでしょうから。Yes, it might be partly right. I think that having more children might solve one aspect of problems, which is the declining birth rate. 」

*「子供をもつ予定ですか。」もしくは「つくる予定」ですね。

Why do you think people aren't having children?
*「なぜ人々は子供を持たないと思いますか」ですね。
「1.よういくひが高いため (Edication cost is very expensive.)
2.女性も仕事をもち、忙しい(Recently, women also have jobs and they have become busy.)
3.価値観の変化 (People's sense of values has changed.)
4.未来への不安(People worry about whether the coming future is good for thier children.) 」
>8.あなたの家で老人がいますか。かいごしゃですか。
Do you have elderly people in your house? Are you their primary caretaker?
「いいえ、いません。(No, I don't.)」
>9.政府は老人に十分なお金をあげますか。あげすぎますか。
Does the government give the elderly enough money? Too much money?
「現在では、十分なお金を使っているとは思いますが、すべてが有効に使われているかは、疑問がのこります。今後の、こうれいか社会には、不安が大きく、現在とおなじサービスレベルが保てるとは思いません。」
I think that the government uses enough money for the elderly, but I still doubt if the government uses the budget efficiently. I also suspect that the future service level could be declined due to lack of budget.

Is there anything else you'd like to say about the demographic crisis in Japan?
「どちらも非常に重要で、差し迫った問題だと思っています。今までは、どちらかというと、高齢者に対し篤く、少子化に対しては特に対策もなく・・という政策でしたが、それは、戦後からの人口増加・経済成長を背景としては成り立つものですが、これからは両方の問題に対して、同時に取り組まなければならないと思っています。即効薬となるものはありませんが、他国の事例(スウェーデンなど北欧諸国)なども参考にしつつ、「持続可能な社会」を目指さなければならないと思います。」
Both are urgent problems. So far, the government have treated the elderly well and less concerned about children or birth rate. However, from now on, it should conduct both problems at the same time. There have been not any effective special remedy, but we are able to learn from other countries, such as Sweden, and we should seek the sustainable society in Japan.
