Peerzada Ashiq, Hindustan Times

Srinagar, June 14, 2010

Last Updated: 21:24 IST(14/6/2010)

On the day when Ghulam Ahmad Langoo, a resident of Srinagar downtown's Eid Gah area, should have been busy serving food and welcoming guests on his daughter's marriage, he's busy ensuring press releases informing cancellation of wedding function is displayed properly by local news channels and newspapers.

"Marriage function scheduled for June 14 and 15 of my daughter has been cancelled due to prevailing condition in Srinagar city. Invitation cards issued may be treated cancelled," says the press release issued by the Langoos.

Langoo is among hundreds of the valley's parents who chose to cancel their wedding functions due to spontaneous shutdown and strict imposition of "undeclared" curfew by the authorities in the wake of killing of 17-year-old Tufail Ahmad Mattoo in police action on Friday last week at Srinagar's Rajouri Kadal area.

Local news channels' scroll advertisement section and newspapers are flooded with press releases canceling wedding parties.

"We had made all preparations. Chefs and Shamiana (tent) are booked. But we fear that guests may not be able to reach the function venue due to strict curfew and incidents of stone pelting," said GA Langoo, father of the bride.
料理人とShamiana(テント)は、予約されます。

The police have received dozens of calls from frantic parents seeking security cover for grooms' cavalcade.

"Dozens of marriages were scheduled for Monday and Tuesday in Srinagar. On Sunday we did relax situation and allowed cavalcade of grooms to get brides," said SSP Srinagar Reyaz Bedar.

Most of the city marriages were being held in a low-key affair. Instead of huge baraat (guests with groom), two to three people are set out to get bride and do religious marriage rites.

On Monday, the police failed to assure security to any parent. Separatists have called for a march towards Mattoo's house at Saida Kadal to express solidarity with the victim's family. To foil the separatist plan, security forces ensured there is no assemblage anywhere in the city.

A simple wedding arrangement for food and venue costs between Rs 5 lakh to 8 lakh in Srinagar city. The city is set to witness cancellation of marriages worth more than Rs 2 crore due to continuing protests and security restrictions.

For fourth day on Monday, there was a complete lockdown and security clampdown in downtown Srinagar. Police and CRPF blocked lanes and bylanes of volatile areas like Nowhatta, Zaina Kadal, Khanyar, Rainawari, Maisuma, Safa Kadal, Gojwara, Rajouri Kadal, Batamaloo with barbed wires and deployed security personnel in strength to contain spilling anger over the killing of Class XII student.

The unrest has also affected examinations and interviews. Two varsities, Kashmir University and Islamic University for Science and Technology, have cancelled interviews and examinations scheduled till June 15. The state board has also cancelled Class X examination to be held on Monday and rescheduled it for June 25, a spokesman of Board of Secondary Educations said.

Kashmir boy's killing: Post-mortem report points towards firearms as cause of death

The post-mortem report of the 17-year-old boy, killed on Friday in a police action against stone-hurling protesters at Srinagar's Rajouri Kadal area, blamed an "object with circular base hit forcefully on the head" for being responsible for the boy's death.

The post-mortem report of Tufail Ahmad Mattoo --- which the authorities are reluctant to made public despite more than 48 hours have passed since the post-mortem was conducted --- points towards firearms, which includes both rubber bullet and tear-smoke shell. The victim was a Class XII student.

Sources privy to the investigations shared the details of the report with the Hindustan Times. Sources said the report, which has already been handed over to the authorities and Chief Minister Omar Abdullah, rules out bullet as cause of death.

"We have not received the post-mortem report. Will get it soon, maybe on Tuesday," said Deputy Commissioner Mehraj Kakroo. On Sunday, the deputy commissioner had said that the report will be handed on Monday.

Sources said to establish what caused death, the authorities have asked for live shells and rubber bullet from police control room to match with the dimensions recorded in the post-mortem report.

The police on Friday ruled out that the boy died in any police action or by smoke-shell. A police spokesman said: "As per medical examination of the wound of the victim, the case appears to be of a deliberate murder. The police are on the look out of the two persons who dropped the deceased at the SMHS hospital in a Maruti car and disappeared from the scene."

Highly placed sources told the Hindustan Times, DIG, Central Kashmir, Deepak Kumar, has started an internal inquiry to know the cause and circumstances of death. Sources said two constables, who fired smoke-shells on Friday, have been identified.

In the past too, the police made a victim killed in police action as an accused after death. On January 31, Wamiq Farooq was killed after being hit by a tear-smoke shell in the same stadium where Matoo was found in the pool of blood. After the probe instituted by the police, Farooq was declared as miscreant and a case was filed against him. No policemen were booked in the killing. Farooq's parents are battling a case in a court against the police dubbing their 13-year-old son as miscreant.

Drug addiction rises among Valley's youth
June 25, 2010 11:03 IST

They smoke it, sniff it, eat it, inject it and temporarily escape into a deceptive world. Be it a way to fight personal crisis, means to wipe the mental scars or just a sign of being cool, the youth in Kashmir [ Images ] have fallen into the net of drugs, with such cases increasing by 35-40 per cent in the last few years.
Dr Arshad Hussain, a psychiatrist at the Government Psychiatric Diseases Hospital (GPDH), Kashmir, says the menace of drug addiction has gripped the city, with mostly youngsters falling into the trap."There is no doubt that drug abuse has increased in Kashmir. Historically, a low drug addiction zone, Kashmir has lost its innocence. The statistics now are alarming. Mostly youth in the 18-35 age group have fallen in the trap. Deaths are reported in young men because of opioid use," Hussain said.
When Rasheed Ahmad (name changed) remembers how he lost his brother, he cannot help but blame himself for his death. 25-year-old Rasheed worked as a trader in Goa [ Images ] when he succumbed to peer pressure and became an addict. "I was earning a lot but I thought my life was without any fun. So I started going to parties and night clubs in Goa. There I started having cocaine and LSD," he shivers, recalling the days. With his condition deteriorating and addiction increasing, Rasheed's parents brought him back to Kashmir. "My younger brother was forced to quit studies and started working as I became incapable of doing anything. It was just after a few months, that he met with an accident and died," he said breaking into tears. "I am responsible for his death".
Among the drugs consumed in the valley are medicinal opiates, such as Corex and Codeine. Benzodiazepines like Diazepam, Alprazolam, Alprax and cannabis derivatives like hashish and marijuana. Besides alcohol intake seems to be picking up, Yasir Arafat Zahgeer, a social worker said.
According to a report published by a local daily, a majority of Class IX students of a famous school in the valley are hooked on to nicotine and inhalants. 17-year-old Mubashir (name withheld), who is being treated at a de-addiction centre here, has a grim look but smiles when he remembers how good he was with girls at school. "I made a mistake once and then it became a compulsion," Mubashir said. He was 14 when he first started taking drugs. "I started with fluid eraser, petrol and fevicol. I was very good at studies. Everyone says I am intelligent but there is no use of it now. I wanted to become a cricketer but I wouldn't be able to do that now, I know," Mubashir said.
Noted psychiatrist Mushtaq Marghoob said, "There is no doubt that there is a surge in drug addiction cases in the Valley. It has reached the worst level. Opiate medicinal preparations as well as heroin abuse have become the most serious problem in Kashmir over the past few years."

According to a study conducted by the United Nations Drug Control Programme in 2008, there are 60,000 substance abusers in the Valley. A social worker working in a drug de-addiction centre here, Yasir Arafat Zahgeer said, "In the last two-and-a-half years, we have treated 198 patients and we have had 3500 visiting patients. Our waiting list currently has 245 people. The maximum number we can accommodate in our centre is 10. We get an average of two to four patients in a day."

Having started a drive to destroy poppy cultivation last year, Shamim Ahmad, Deputy Commissioner, Excise Duty and Taxation claims that there is a decline in poppy cultivation as compared to last year, which was the peak year. "We destroyed poppy spread on 2000 kanals (100 hectares) of land this year. We began the drive in April and it would continue till the end of this month. Poppy cultivation is highest in South Kashmir," he said.

Noted sociologist Prof B A Dabla said, "There is no official figure but individual studies reveal that an estimated 30-35 per cent of the youth (15-35 years old), both male and female, have become victim of drug addiction". Pointing towards the spread of this menace to both rural as well as urban Kashmir, he said, "This isn't limited to urban Kashmir or rural...it has spread to all areas now."

Six months after they were repeatedly raped and robbed by two touts in central Delhi, two Dutch women testified against a Kashmiri youth on Friday, police said.

“According to Eve De Canne (24) and Milly (23) (names changed) from the Netherlands, Yasir Atlaf (23) and Omar Baktoo —who were posing as registered travel agents — lured them to Srinagar where they were raped daily for a week,” said Shankar Dash additional CP (New Delhi).

Police said De Canne and Milly had bumped into the Kashmiri duo in the capital.

“The women reached Delhi on January 5 and ran into Atlaf and Baktoo in Connaught Place the next day,” said a senior police officer from the investigation team.

He said the touts succeeded in luring the women to their hometown two days later.

“They helped them travel to Kashmir at cheaper rates. On January 8, the women went to Srinagar, accompanied by Atlaf and Baktoo, and stayed on Omar’s houseboat - where their passports were seized by the boys,” the officer said. Police said it was here that they were raped routinely for a week.

“Threatened with dire consequences and in need of their passports, the girls put up with the abuse not only for a week at Srinagar, but for six more days after the group returned and stayed at a budget Karol Bagh hotel,” said the officer.

A week before they were due to leave the country, the Dutch duo approached the police on June 25.

“Atlaf was arrested at the complainants’ instance and a manhunt has been launched to find Baktoo,” Dash said.

According to police however, the two Dutch nationals weren't Atlaf and Baktoo’s first or only victims.

“They used to befriend female foreign visitors in the garb of government-approved tour guides-cum-travel agents, lure them to their home town Srinagar, seduce them and blackmail them for a living,” said a senior police officer requesting anonymity.

A Moroccan woman was also lured by the duo in January, the officer said, adding the woman was raped and her passport taken away. She is now “trapped” in Jangpura in a house leased out to the accused, he said.

India extended a curfew on Wednesday across most of the part of Kashmir it controls and deployed thousands of troops to quell fresh anti-India protests that are spreading to other parts of the disputed region.

The latest round of demonstrations was sparked by the deaths of at least 11 people blamed on government forces in less than three weeks and were among the biggest anti-India protests in two years. Here are some questions and answers on the crisis:

Although Kashmir seldom sees more than a few days without incident, the fresh protests come after a period of relative calm in the region.

Human rights groups says India's Armed Forces Special Powers Act, which gives its security forces wide powers to shoot, arrest and search, is further alienating the people of Kashmir.

WHAT DO KASHMIRIS THINK ABOUT THE CRISIS?

In the Muslim-majority Kashmir valley between 75 per cent and 95 per cent support independence from both India and Pakistan, said a poll recently published by think-tank Chatham House.

After several failed rounds of peace talks between moderate separatists and New Delhi and a rise in killings blamed on security forces, locals believe anti-India protests are mostly spontaneous.

In 2008, when violence was its lowest ebb in Kashmir, a row over land for Hindu pilgrims suddenly snowballed into protests by hundreds of thousands of people similar to those of the start of a revolt against Indian rule in 1989.

Most of those killed in fresh protests by troops are teenagers and many who take part in daily protests are young. Kashmir's new generation of radicalised separatists who may prove a big challenge to New Delhi, locals say.

Violence, involving separatist militants and Indian troops, has declined significantly and the government has arrested, or placed under house arrest, all senior separatist leaders who have called for protests against the deaths and Indian rule.

But Home Minister Palaniappan Chidambaram in a statement said: "Some militants may also have sneaked into the Valley (from the Pakistani side) to trigger violence."

Omar Abdullah, Kashmir's chief minister, says "anti-India forces" are creating trouble.

On Tuesday, some media quoted unnamed government sources as saying Pakistan-based "elements" may have been fomenting the protests.

WHERE ARE THE PROTESTS HEADED?

If the government fails to check the protests, deaths and rights violations, they could hurt peace efforts and the region could slide into a renewed phase of armed uprising.

Peace in Kashmir is seen as crucial for improving relations between India and Pakistan, who claim the scenic region in full but rule in parts and have fought two wars over it.

If New Delhi seriously links the Kashmir protests to Islamabad then they could hurt fresh efforts by the neighbours to repair relations severely hurt by the 2008 attacks on Mumbai, which India blames on Pakistan-based militants.

HOW WILL THE CRISIS AFFECT THE KASHMIR ECONOMY?

Nearly half a million tourists, mostly Indian, visited Kashmir in the first nearly six months of this year before authorities imposed a curfew, compared with 380,000 in the same period last year.

But the crisis has scared off visitors, denting Kashmir's ailing tourism industry. Officials say some 60 per cent of Kashmiris are now dependent on tourism in Kashmir.

SRINAGAR: Union Minister for New and Renewable Energy Farooq Abdullah has said that the restoration of autonomy in Jammu and Kashmir is very
important to bring back peace and normalcy to the region.

"Jammu and Kashmir is primarily a political problem and needs to be resolved through peaceful political means. The only way to bring normalcy and permanent peace to the state and the subcontinent is to restore autonomy in its pristine form, as guaranteed in the Indian Constitution," said Abdullah, while addressing a press conference here on Thursday.

He also said that if there existed solution better than autonomy, which is acceptable to the people of Jammu and Kashmir, his party, the National Conference would have no problem in accepting it.

He also said that there have been huge losses of life and property during the recent unrest, and people of the State should come forward for the restoration of peace.

"The (National Conference) working committee noted with dismay that people have suffered huge economic losses during the recent disturbances, particularly small traders, vendors, labourers, and other weaker sections of society, and also that education system and academic schedule have been badly disturbed, which could endanger the future of young generation," he added.

Kashmir has been witnessing a series of demonstrations against the killing of some youths in police firing during the last two months.

The Kashmir Valley wears a spectral look these days. Over the past one month, people have been forced to be cooped up in homes, even as separatists issue one “protest calendar” after the other. Government offices, banks, schools, shops and courts remain closed. Whenever they open—they did so twice in the past three weeks—boys in masks are out on the streets, asking everyone to follow the hardline Hurriyat’s ‘Quit Kashmir Programme’. The protest charter was launched after the death of a 17-year-old boy, Tufail Ahmad Mattoo, on June 11 in Srinagar. Since then at least 17 more youths, mostly teenagers, have died in police and CRPF action. Over 1,000 youths have been arrested.

When normal life briefly resumed on July 18, there was a mad rush on the streets. People made a beeline for ATMs and grocery stores. The Jammu & Kashmir Bank had to press into service two minibuses to ferry cash to its chain of ATMs after they ran out of money in the first hour. At 2 pm, when many shops didn’t close, in defiance of the Hurriyat programme, masked men descended on the streets. In a bid to enforce a shutdown, they stoned vehicles before the watchful eyes of policemen. Soon, Srinagar was shut again.

Next day, the government reimposed curfew in many places. In the words of Mark Magnier, an American journalist, the city once again looked “as though it had been hit by a neutron bomb, its buildings intact but its streets largely devoid of people, except for an occasional figure scampering, rodent-like, along shuttered storefronts”.

As the Omar Abdullah government keeps an eerie silence, many bold voices are being raised against the unending disruptions. They cite the futility of the 1,500 days of shutdown observed since 1990 as proof that protests lead Kashmiris nowhere. Says Shakeel Qalandar, president of the Federation Chamber of Industries Kashmir (FCIK): “Each day we lose over Rs 100 crore due to closure of shops and stalling of business activities. It means we have lost thousands of crores in the two decades of conflict.”

Srinagar, July 22: Backing Omar Abdullah-led coalition government in Jammu and Kashmir, the National Conference today reiterated that restoration of autonomy ‘in its pristine form’ was the only solution to the Kashmir problem which was political in nature.
After 7-hour marathon meeting of the National Conference’s Central Working Committee at his Gupkar residence, the party president, Dr Farooq Abdullah said at a press conference that Jammu and Kashmir is a political problem and needs to be resolved politically.
“It has been our consistent stand. If you remember, the Chief Minister, Omar Abdullah, told a rally during inauguration of the rail service by Prime Minister in Islamabad that Kashmir is a political problem and needs to be solved politically. The CWC resolved that restoration of the autonomy in its pristine form as guaranteed under Constitution of India is the only way to bring peace,” said the senior Abdullah, flanked by the senior party leader and Finance Minister, Abdul Rahim Rather, and party General Secretary, Sheikh Nazir.
However, he said the meeting, which passed an 8-point resolution, made it clear that if there was any solution other than autonomy available to resolve Kashmir and is acceptable to people of the state his party would have no problem in accepting it. The NC’s autonomy proposal, which speaks about restoration of pre-1953 constitutional position in JK—the state having its own Prime Minister instead of the Chief Minister, and Sadar-e-Riyasat-- was passed by the state legislature but rejected by the BJP-led NDA government at the center in 2000.
The 31-member CWC met today to discuss the prevailing situation in the Valley and make introspection at party level. Besides senior Abdullah the meeting was attended by Omar Abdullah and party leaders including Rather, Mehboob Beg, Ali Muhammad Sagar, Nasir Aslam Wani.
Lending full support to Omar led NC-Congress government, Abdullah said, “The first thing CWC resolved was to back the young dynamic chief minister Omar Abdullah and at the same time the NC thanks UPA chairperson, Sonia Gandhi, and Prime Minister, Manmohan Singh for total support to state government.”
Kashmir is on the edge for past two months almost over the killing of 18 persons particularly youth in different parts of the Valley in police and CRPF action. The valley is witnessing complete shutdown against the killings on the call by the Hurriyat Conference (G) to protest against the killings. Most of the government and private offices, educational institutions and shops are completely shut and traffic is off the roads.
The CWC, Abdullah said, urged the state government to consider release of all political prisoners. In a crackdown against the protesters and separatists, police has reportedly arrested more than 1000 people across Valley in a bid to quell the protests.
Putting all speculation to rest, Abdullah, who is also the union minister for New and Renewable Energy, said there would be no change of leadership at various levels in the party. “These are all speculations,” he responded to a query by a media person.
About the present situation in the Valley, Dr Abdullah said all sections of people should come forward and help to restore normalcy.
The party, he said, “Condemned the loss of lives in the disturbance and urged government to provide adequate relief to the victims’ families.”
Abdullah said party noted with dismay economic losses to traders, vendors and disturbance in academic calendar due to prevailing situation. “Government should deal strictly with forces of subversion to restore peace,” he said.
The party urged state and central government to address at earnest the unemployment problem in the state. It asked state government to bring “suitable modification” in the recently announced employment policy to make it accessible to educated youth. The CWC resolved to take urgent steps for strengthening the party.

Frequent strikes not good, says Salahuddin; Valley youth defiant
Express news service

Posted: Jul 25, 2010 at 0335 hrs IST

Srinagar United Jihad Council chief Syed Salahuddin’s questioning of the frequent shutdowns in the Valley has resulted in a defiant response from a section of the youth in the city’s downtown neighbourhoods. Muzaffarabad-based Salahuddin who heads the UJC —- an amalgam of militant outfits active in Kashmir —- had told a local news agency over the telephone that such protests were not a good option as the common man was suffering.
“This movement is not for two or four days, it will take time... so continuous strikes are not a good option. The movement should continue and educational institutions and the economy should run simultaneously. There should be a strategy and direction to the movement so that people don’t suffer and the ongoing movement against India continues,” he told a local news agency.
Reacting angrily to Salahuddin’s statement, a group of stone-throwers termed it as “betrayal” and called for continuous shutdowns. In fact, they organised a press conference in a downtown locality where five masked, jean-clad young men hurriedly addressed journalists. “This (Salahuddin’s statement) is betrayal with the nation,” the masked men said. “We respect Salahuddin but he doesn’t have much knowledge about the Kashmir situation as he is settled in Pakistan.”
The youth vowed to continue stone throwing, saying this is the only weapon available to them. “We don’t have guns in our hands, we have to resist with these stones. We appeal to the people of Kashmir to continue the shutdowns in the Valley till we achieve our objective. Anyone trying to defy will be treated as an agent,” they said. Opposing the Centre’s talks with separatists, Salahuddin had also said, “The Hurriyat leadership should stay away from any dialogue process with India for the time being. Instead they should formulate a joint strategy.”
Meanwhile, the J-K Government launched a Valley-wide crackdown on stone-throwing youth and the leadership of the Geelani faction of the Hurriyat, hoping to bring the situation under control. More than 700 young men were picked up by police. The government even ordered a crackdown against the High Court Bar Association and arrested its president Mian Qayoom and general secretary G N Shaheen under the Public Safety Act.

Pakistan President Asif Ali Zardari has said that India and Pakistan should work at demilitarising the Siachen glacier as the troop deployment had become a burden on the exchequers of the two countries.
Zardari claimed that despite the Indian Army’s expenditure on troops deployed on Siachen being more than that of Pakistan, the latter had suggested to India that they both withdraw forces from the region.

SMS Ban, Cellular Jam
Unreasonable: Legal experts
GOVT SILENT ON WHY SERVICE STOPPED
FAHEEM ASLAM

Srinagar, July 24: With millions of subscribers in Kashmir suffering due to ban on Short Messaging Service across the Valley and on cellular service in north Kashmir areas, the Jammu and Kashmir government is yet to make public the reasons behind the “drastic move.”
It has been almost a month since the SMS service was banned in Kashmir while cellular service was completely snapped in north Kashmir areas of Varmul, Sopur, Rafiabad and Sangrama, but the subscribers were informed about the reasons behind the ban.
Neither the state government nor the private cellular companies, who earn millions of rupees in the Valley monthly, deemed it appropriate to inform the subscribers that their phones were being blocked or SMS banned.
“The service was snapped all of a sudden,” said Zahoor Ahmad Wani, a resident of Sangrama. “Nobody has informed us why we have been given this punishment. It is unfortunate that in this age of information technology, we are deprived of the means of communication. This is unheard of in any part of the world. Such steps are taken in war-like situations.”
Legal experts here believe the State had failed to notify publicly why the retrogressive step was taken. “People have the fundamental right of freedom of speech and expression. This includes the right to communicate. The modern day technology has evolved techniques of speedy communication by electronic means. Cell phones, Short Messaging Service are the means of communication. The State under law has the power to impose reasonable restrictions on the freedom of speech and expression. In the present scenario, the question is whether by suspending mobile or SMS services the state can be said to have acted reasonably?” said the senior counsel, Zaffar Ahmad Shah.
He said, “There is no evidence so far regarding any public notice issued by the state to show that the cell phones or SMS services have in any manner abused the system. Taking decisions at the instance of armchair advisors without any basis thereof is clearly unreasonable and arbitrary.”
Shah, the senior advocate in J&K High Court, said the general rule was that the people should be allowed to communicate by all means. “And to stop them from communication is only an exception. The action can be challenged on the basis of arbitrariness, unreasonability and contrary to pubic interest,” he told Greater Kashmir.
What is interesting to note is that in north Kashmir areas, the state-owned Bharat Sanchar Nigam Limited (BSNL) was allowed to operate its services. The ban was enforced only on the private cellular companies like Airtel, Aircel, Vodafone, Tata Indicom, Idea and Rcom.
This ‘selective approach’ of the state government has angered thousands of subscribers in north Kashmir, who accuse the government of putting them to trouble. Pertinently, the worst affected subscribers there are the traders who have suffered a severe impact on their fruit business. “We are unable to communicate with our dealers in other parts of the country,” said Ghulam Qadir, a fruit grower in Sopur. “We can’t do our business in the absence of communication. So this ban has rendered our business paralyzed. We request the Chief Minister, Omar Abdullah to intervene and get the ban lifted in the interest of people.”
The Chief Secretary, SS Kapur could not be contacted for comments despite repeated attempts.
However, a senior officer in the state administration said the ban might have been imposed to bring the “volatile situation in the Valley under control.” “The subscribers would exchange provocative messages which added fuel to the fire in Kashmir. So the ban must have been imposed to bring the situation under control. Through messages, there is every possibility of spreading rumours which can fuel the crisis,” the officer, pleading anonymity, told Greater Kashmir.
