Lack of nurses is serious in Japan for a long time. Japanese and Philippine governments have decided that Japanese hospitals will employ Philippine nurses. The period is two years, and the number of nurses are 400. And care attendants are 600 as a ceiling.
The Japanese medical society has opposed this plan, because Japanese government should nourish them as responsibility of the nation. Indeed Philippine nurses and care attendants must take the national requirements of Japan.
They should speak and understand Japanese. Now in Japan many foreigners have worked in many workplaces, but nursing and care are very different from other jobs, because they treat human beings.
Pay and the area of hospitals are also problems. Of course if they want to work in big cities, they will require more money. I think that language and the difference of life style are very important. Anyway old people will increase rapidly in Japan, and it may be impossible that only Japanese will treat them.
America also has a shortage of nurses, and I have heard that some nurses are also coming to America from the Philippines. But we do not have the language barrier here, as English is commonly spoken in the Philippines.
