横浜ベイキットコミュの【助けてー】文字化け

困りました。
昔作ったシステムを新しいサーバに載せ直し+改修をしているのですが、最後の最後になってお手上げ状態のバグが...

【仕様】
OS : Accelerated-KNOPPIX(カスタマイズ済)
JAVA : JDK 1.3.1_18 ← これが今回の元凶
BSX : 1.1.3

【現象】
(1) 起動時にWarningとErrorが

(2)エラーは出すものの、とりあえずは動きます。
ただし、GET変数を日本語で渡すと文字化け。
(クライアントはIE6ですが、「常にUTF-8で...」はもちろんオフです)

今回困っているのは、(2)
どうしてもGETで値を受け取る必要があるんです。
JAVAが原因であることはわかっているんです。
なぜなら別のサーバが、JDK 1.3.1_06で動いているわけで。
そちらはなにも問題なしで動きます。
ちがうのはJAVAだけ。

どなたかこの現象の対処方法を知っている方、教えてください。
(古いXiの仕様で作ってあるから「バージョンあげたら」といったアドバイスはなしでお願いします。)
