It's from the なんだこれはcommunity. It's in Japanese but mostly silent, except for the teacher at the beginning saying, "Just try to draw whatever pop up in your mind okay?"
The message at the end says something like "Please don't hinder children's creativity." I don't know what the aim of this anecdotal commercial (maybe just an image promoter for this government affiliate for fairness of adverts), but I think it succinctly shows how creativity can often be difficult to see for other people.
