If you want to write a blog in English for foreigners to read, I wouldn't recommend using a Japanese provider. Try using MySpace. The site will be displayed in Japanese to you, but people should be able to access it from overseas and it'll be displayed in English for them.

Myspace is for everyone, not just artists but a lot of artists use myspace to get their music to everybody. but if you want a blog that people from overseas can read, I recommend http:///www.livejournal.com which does have a Japanese interface, but you can definitely blog in English.
I would personally recommend LiveJournal (www.livejournal.com) as your English blog space. You could use Japanese blog providers, but the problem is everything except your English blog entries will be displayed in Japanese, and your English-speaking readers may have trouble navigating the site. LiveJournal is easy to use and maintain, and it's free. :-)
MySpace used to be good, but I would not recommend it now. It is poorly organized and hard to keep neat compared with other SNS's like Facebook.

I will second ベン. I use blogger, and I write in English and Japanese. The interface can be selected to be in multiple languages also including English & Japanese.
