オバマ次期大統領のグアンタナモ収容所閉鎖発言を歓迎

昨日のCBSのインタビューで、グアンタナモ収容所を閉鎖するという公約を守ると語った次期米大統領の発言は、正しい方向に向けた重要な一歩であると、本日、アムネスティ・インターナショナルは語った。
「グアンタナモ収容所を閉鎖し、米当局が拷問を採用しないことを保証する意向をオバマ次期大統領が確約したことをアムネスティは歓迎する。1月、大統領に就任した後に、自ら主導権を取り、米当局による国際法に反したすべての拘禁と尋問を中止することを最優先するよう要請する」と、アムネスティ米国調査員ロブ・フレアは述べた。
「我々は、オバマ次期大統領が就任100日以内に公約を実行に移すこと、そして国際法で定義されたような拷問や虐待を禁止する大統領令に署名するなど、米国が国際的義務を果たすということを自身の行動で示すことを求める。」
「ジョージ・W．ブッシュ大統領も、米政府は拷問を用いないと語った。しかし、CIAの秘密収容所に拘禁されている人びとに対する「水責め」やその他の「強化された尋問テクニック」の採用、またアフガニスタン、イラク、グアンタナモに拘禁されている人びとに対する拷問や虐待は、その言葉とは違う事実を物語ってきた。これらは、米政府が拷問やその他の違法な行為を国家安全保障の名の下で正当化し許可してきたという、悲劇的で懸念すべき事実を明らかにしている」と、ロブ・フレアは語った。
「テロとの戦い」において米当局が行ってきた拘禁と尋問のあらゆる側面を調査する独立委員会を支持するよう、またそれによる人権侵害に対し完全な説明責任を果たすよう、アムネスティは次期大統領に求める。
アムネスティはオバマ次期大統領に書簡を送り、グアンタナモ収容所の閉鎖、拷問の中止、調査委員会に対する支持が就任100日以内に優先すべき課題とすることを確約するよう要請した。

Amnesty International welcomes commitment to close Guantanamo
President-elect Obama's statement in a CBS interview yesterday that he will follow through on his commitment to close the detention centre at Guantanamo Bay is an important step in the right direction, Amnesty International said today.
"Amnesty International welcomes the president-elect's confirmation that he intends to close Guantanamo and ensure that the USA does not use torture. We urge him to seize the initiative after taking office in January and to prioritize ending all internationally unlawful detention and interrogation practices by the USA," said Rob Freer, Amnesty International's researcher on the USA.
"We urge president-elect Obama to turn his words into action within the first 100 days of his presidency and demonstrate his commitment to meeting the USA's international obligations, including by signing an executive order prohibiting torture and other ill-treatment, as defined under international law.
"President George W. Bush also said that the USA would not torture, but the use of "waterboarding" and other "enhanced interrogation techiques" against detainees held in secret CIA custody and the torture or other ill-treatment of detainees in Afghanistan, Iraq and Guantanamo have told a different story. They reveal the sad and disturbing fact that the USA has authorized and justified the use of torture and other unlawful practices in the name of national security," said Rob Freer.
Amnesty International is also calling on the President-elect to support an independent commission of inquiry into all aspects of the USA's detention and interrogation practices in the "war on terror", and to ensure full accountability for human rights violations committed in that context.
The organization has written to President-elect Obama to urge him to ensure that closing Guantanamo, ending torture and other ill-treatment, and supporting a commission of inquiry, are among his priorities for his first 100 days in office.
