I would like to quickly start a blog for foreigners in Japan about the announced brownout plan.

At the moment, any blackout has come yet though. The first 2 plans (from 6h20 to 13h00) have been already cancelled. And still not sure when and where the blackout starts.
Please take a look on this blog if you do not know the brownout plan in Kanto area (forgive me in advance for my English mistakes).
