Monsieur le Président, Excellences, Mesdames et Messieurs,
Je suis très touché d’avoir été invité à me joindre à vous tous, au début de cette année d’espoir, pour ce One Planet Summit unique d’une importance vitale. Je ne peux que vous féliciter, cher Monsieur le Président, d’offrir une occasion aussi cruciale de galvaniser une action ambitieuse mais concrète pour relever les défis critiques auxquels notre planète est confrontée et que nous partageons tous.

(I am most touched to have been invited to join all of you, at the start of this year of hope, for this vitally important One Planet Summit. I can only congratulate you, Cher Monsieur le President, for providing such a crucial opportunity to galvanize ambitious, but practical action to address the critical challenges facing this Planet, which we all share with the rest of Nature.)
In recent years, we have made a degree of progress in forging consensus on the direction humanity must take and the milestones we must meet by the middle of the century. Our hope is that these milestones can be elaborated still further in the Convention on Biological Diversity Conference in China later this year, and at COP26 in the United Kingdom in November.

However, consensus and intention, goals and targets, are only the first steps. The next – although long overdue – must be an extraordinary, practical effort to mobilize the financial resources, technical ingenuity and institutional innovation required to pursue them.
This is why, a year ago at Davos, I launched my Sustainable Markets Initiative, to put people and planet at the heart of global value creation. It was born of my heartfelt belief that the only possible solution to the challenges facing our planet lies in working in harmony with ‘Nature’s own economy’ rather than against it.

En janvier dernier, aucun d’entre nous n’aurait pu anticiper la pandémie dévastatrice qui était sur le point de se produire, ni son impact horrible sur les vies et les moyens de subsistance partout dans le monde. Aujourd’hui, en réfléchissant à tout ce que nous avons enduré ensemble, il est plus clair que jamais que la santé humaine et la santé planétaire sont fondamentalement liées.

Au cours de l’année écoulée, par le biais de mon Initiative ‘Sustainable Markets’, j’ai réuni des dirigeants mondiaux, dans le cadre d'une coalition de volontaires, issus de tous les secteurs industriels et de presque toutes les branches de l’économie, et je les ai mis au défi de trouver des moyens de placer notre planète sur une trajectoire fondamentalement plus durable.

(Last January, none of us could have anticipated the devastating pandemic which was about to unfold, or its horrifying impact on lives and livelihoods everywhere. Today, reflecting on all that we have endured together, it is more clear than ever that human health and planetary health are fundamentally interconnected.

Over the past year, through my Sustainable Markets Initiative, I have convened global leaders, as part of a ‘Coalition of the Willing’, from across industries and almost every sector of the economy, and challenged them to identify ways to set our planet on a fundamentally more sustainable trajectory.)

Today, I am making an urgent appeal to leaders, from all sectors and from around the world, to join us in this endeavour, and to give their support to this ‘Terra Carta’ – to bring prosperity into harmony with Nature, People and Planet over the coming decade. I can only encourage, in particular, those in industry and finance to provide practical leadership to this common project, as only they are able to mobilize the innovation, scale and resources that are required to transform our global economy.

While the Terra Carta outlines ten areas for action, with our focus today a key area must be accelerating the transition of carbon-intensive land use and scaling investment in the restoration of Natural Capital.

Les solutions basées sur la nature, telles que la restauration des sols, des forêts, des prairies, des zones~humides et des terres agricoles, peuvent protéger et restaurer la biodiversité tout en contribuant à réduire les émissions en tant que puits de carbone naturels. La tarification du carbone, la compensation des émissions de carbone et l’investissement dans le capital naturel pourraient avoir un impact significatif sur l’obtention du capital nécessaire pour réaliser une mise à l’échelle. Par exemple, le marché des compensations carbone basées sur la nature devrait se développer de manière significative en raison du nombre croissant d’entreprises qui s’engagent à atteindre des objectifs de neutralité carbone.

(Nature-based;solutions, such as restoring soil, forests, grasslands, wetlands, agricultural lands and marine ecosystems can protect and restore biodiversity while also helping to reduce emissions as natural carbon sinks. Carbon pricing, carbon offsetting and making Natural Capital an investment theme could have a significant impact in driving the capital required to bring about scale. For instance, the Nature-based carbon offset market is expected to expand significantly as a result of the growing number of companies committing to net-zero targets.)

In support of the Terra Carta, and with your valuable support and encouragement, Monsieur le President, one practical initiative has been to create a global private sector alliance to develop Natural Capital as an investment theme and actively to increase capital allocation in this direction, targeting $10 billion by 2022. This Alliance will also aim to expand the flow of Natural Capital investment through corporate offsetting and carbon-pricing prospects.

Mesdames et Messieurs, un avenir soutenable est en fait l’histoire de la croissance de notre époque – mais c’est à nous de saisir l’occasion qu’elle nous offre. J’espère sincèrement que la Terra Carta nous aidera à y parvenir.

Ainsi, alors que nous nous tournons vers un avenir plus brillant et plus durable, avec nos promesses tenues, unissons nos forces et ne perdons plus de temps. L’heure étant venue, c’est vraiment à nous de faire en sorte que chaque jour compte.

(Ladies and Gentlemen, a sustainable future is, in fact, the growth story of our time – but it is up to us to seize the opportunity it presents. It is my profound hope that the Terra Carta might help us to do just that.

Therefore, as we look to a brighter and more sustainable future, with our promises kept, let us join forces and waste no more time. With the clock ticking, it really is up to us to make each day count.)

Merci, madame Lagarde, pour cette introduction.
C’est toujours un plaisir de travailler avec le président Macron afin de faire avancer nos priorités communes en ce qui concerne la lutte contre les changements climatiques et la protection de l’environnement, alors merci d’accueillir ce sommet aujourd’hui.
Je suis heureux de me joindre au premier ministre Johnson, à la première ministre Solberg et à monsieur Tricoire dans le cadre de cette importante discussion. Mes amis, notre survie dépend de celle de la nature. Nous vivons présentement un moment critique.
Si nous n’agissons pas, les écosystèmes dont nous dépendons pour notre eau, notre air et notre alimentation risquent de s’effondrer.
Nous avons tous la responsabilité de protéger la nature, et le Canada fait sa part.
Notre gouvernement investit déjà près de 4 milliards de dollars en vue de planter 2 milliards d’arbres, de protéger les milieux humides et de soutenir l’agriculture durable à travers notre pays.
Le Canada fait partie de la coalition de la haute ambition pour la nature et les peuples, qui permettra de protéger au moins 30 % des terres et des océans du monde.
Depuis 2015, nous avons augmenté la superficie canadienne de nos zones de protection marines et côtières pour passer de 1 % à près de 14 %.
Nous travaillons avec les peuples autochtones afin de protéger un quart des terres et des océans du Canada d’ici 2025, et au moins 30 % d’ici 2030.
Et pour veiller à ce que la biodiversité soit prise en compte dans les décisions financières, nous nous joignons aussi au Groupe de travail sur la divulgation de l'information financière relative aux changements climatiques.
Les changements climatiques et la biodiversité sont connectés les uns aux autres.
Lorsque le niveau de la mer monte ou que les sécheresses deviennent la norme plutôt que l’exception, les habitats naturels subissent des conséquences catastrophiques.
En tant que communauté internationale, nous avons le devoir d’agir.
Afin d’appuyer des projets liés à la gestion durable des terres dans les pays à revenu faible ou moyen, le Canada accordera jusqu'à 55 millions de dollars au Fonds pour la neutralité en matière de dégradation des terres des Nations Unies.
Et à l’avenir, parce qu’il est impossible de lutter contre les changements climatiques sans miser sur des solutions fondées sur la nature, toute contribution du Canada au financement international de la lutte contre les changements climatiques comprendra des fonds pour la biodiversité.
Notre monde est interdépendant, et la destruction des habitats naturels mène à des résultats imprévus et néfastes. Non seulement pour la santé de la planète, mais aussi pour celle de nos communautés.
C’est pourquoi le Canada continuera de participer aux efforts internationaux de recherche sur la relation entre le recul de la nature et l’augmentation des risques de pandémies mondiales.
Nous devons travailler ensemble afin de prévenir de futures crises sanitaires mondiales. En adoptant des mesures pour protéger la nature, lutter contre les changements climatiques et favoriser les connaissances scientifiques, nous ferons de 2021 une année déterminante dans les efforts collectifs que nous déployons pour sauvegarder la planète.
Chacun de nous a un rôle à jouer, et nous devons travailler ensemble pour faire en sorte que la 15e réunion de la Conférence des parties de la Convention sur la diversité biologique donne suite à nos efforts visant à laisser un monde meilleur à nos enfants et à nos petits-enfants.
Nous sommes enthousiastes à l’idée de collaborer avec d’autres pays afin de créer un avenir équitable, positif pour la nature et carboneutre.

Thank you, Ms. Lagarde, for that introduction.
It’s always a pleasure working with President Macron to advance our shared priorities in terms of fighting climate change and protecting the environment, so thank you for hosting this summit today.
I am pleased to join Prime Minister Johnson, Prime Minister Solberg, and Mr. Tricoire for this very important discussion. My friends, our survival depends on nature’s survival. We are at a critical moment.
If we do not act, the ecosystems on which we depend for our water, air, and food could collapse.
We are all responsible for protecting nature, and Canada is doing its part.
Our government has already invested nearly $4 billion to plant 2 billion trees, protect wetlands, and support sustainable agriculture across our country.
Canada is part of the High Ambition Coalition for Nature and People, which will allow us to protect at least 30% of the world’s land and oceans.
Since 2015, we have increased the size of Canada’s protected marine and coastal areas from 1% to nearly 14%.
We are working with Indigenous Peoples to protect 25% of Canada’s land and oceans by 2025 and at least 30% by 2030.
And to ensure that biodiversity is taken into account in financial decisions, we are also joining the Task Force on Climate-related Financial Disclosures.
Climate change and biodiversity are interconnected.
When sea levels rise, when droughts become the norm not the exception—this has catastrophic effects on natural habitats.
As an international community, we have a responsibility to act.
Canada will contribute up to $55 million to the UN’s Land Degradation Neutrality Fund to support sustainable land projects in low and middle-income countries.
And because we can’t fight climate change without nature-based solutions, any future global climate finance contributions from Canada will include funds for biodiversity.
Our world is interconnected, and the destruction of natural habitats yields unexpected and disastrous results. Not only for the health of the planet, but also for the health of our communities.
That is why Canada will continue to take part in international research efforts on the relationship between the loss of nature and the increased risk of global pandemics.
We must work together to prevent future global health crises. By adopting measures to protect nature, fight climate change, and promote scientific knowledge, we will make 2021 a defining year in our collective efforts to save the planet.
We all have a role to play, and we must work together to ensure that the Fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity follows through on our efforts to leave a better world for our children and grandchildren.
We look forward to working with other countries to build a fair, nature-positive, and carbon-neutral future.

Statement by Prime Minister Erna Solberg at the One Planet Summit in Paris, 11 January 2021.

Let me thank President Macron for his important initiative in organising this summit.
The climate and biodiversity emergencies must be addressed jointly. Also when mobilising finance.

The pandemic has hit us hard. As we are dealing with its consequences, we must also think ahead. Protecting biodiversity will strengthen global resilience against future threats, including new viruses and climate change.
We need an ambitious global framework for biodiversity. I believe three points should guide us:

・First, we should reduce or redirect subsidies that are harmful to biodiversity – and start by screening such subsidies.
・Second, we must generate additional resources from both the private and the public sector. We need to initiate private-public partnerships on a far wider scale.
・Third, we need to use our resources for conservation and sustainable use more effectively.

Like France, Norway is increasing its ambitions.
We have strengthened our national target under the Paris Agreement. Over the last decade, we have increased biodiversity financing substantially. We are looking to mobilise even more resources in the coming decade.

Halting and reversing tropical deforestation is a key element in addressing both climate change and biodiversity loss. Together with Germany and the UK, we have fulfilled our joint pledge to provide more than USD 5 billion between 2015 and 2020. Norway has pledged to continue its tropical forest initiative up to 2030. Ambitious forest countries, such as Indonesia, Gabon and Colombia, are reducing their deforestation rates. Now, both private companies and countries must start paying for those results – at scale.

Eliminating deforestation in relation to agricultural commodities is a key issue. I am pleased that Norway has just signed the renewed Amsterdam Declaration Partnership statement for 2025 together with eight European countries, aiming to move this agenda forward in close cooperation with tropical forest countries.

Let me end on a positive note. The pandemic has shown that the global community can mobilise vast resources when faced with an immediate crisis. We have the tools to respond to the biodiversity crisis. Let us show that we are ready to scale up action. A good starting point is to make sure we include biodiversity when addressing climate change.
