今回の勉強会では、Vital Japanの最古参メンバー一人でもあり、財務省にて日米
をまたにかけ、公共政策の最前線で重責を担う瀧波宏文さんにお話いただきます。

参加者でのグループディスカッションやスピーカーとのインタラクティブセッショ
ンを交えながら、90年代の日本と先般の米国の金融危機、それぞれへの対応の違い
について考えてみましょう。

過去２０年の間に、日米は、主要金融機関の連続破綻を直接の引き金とする同種
の金融危機をそれぞれ経験した。

共に世界の経済大国かつ先進民主主義国家という政治経 済条件の下にあったにも
かかわらず、1997年救済なき連鎖倒産を許した日本と、2008年リーマン倒産直後
にAIGを救済した米国は象徴的に異なる。

そして今、米国経済は、日本の経験（‘失われた10年’）より早い回復を見せて
いる。――なぜ日米で対応・回復のスピードに差が生じたのか？

この問題を説明するため、瀧波氏は４つの要素に焦点を当てて分析を行う。
その上で、これらの分析の含意を論じる。

▼Speakerの紹介
瀧波 宏文 さん Mr.Hirofumi TAKINAMI
福井県出身。県立大野高校、東京大学法学部を経て、大蔵省入省。
９８年、シカゴ大大学院公共政策学修士号（ＭＰＰ）取得。
０２年から０５年にかけて内閣官房に出向し、内政総括担当の内閣参事官補佐を
務める。財務省に戻り、主計局主査、人事企画室長等を経て、０９年からスタン
フォード大学客員研究員として米国赴任し、今夏帰国。
米国公認会計士（ＵＳ ＣＰＡ）。

Within the last two decades, Japan and the United States each experienced
the same type of financial crisis, notably triggered by the collapse of
major financial institutions. Both were under the political economic
conditions of one of the largest economies in the world as well as of
an advanced democratic country.

However, it is symbolically different that Japan let the institutions go
into chain-reaction bankruptcies without injecting public money in 1997,
while the U.S. undertook a bailout of AIG just after the Lehman bankruptcy
in 2008.

And now the U.S. economy is showing earlier recovery compared to what
Japan experienced. -- What made this difference in speed to respond and
recover?

To explain this puzzle, Takinami makes analyses focused on 4 factors. Then,
he will argue some implications of these analyses.
