(7) 在露 日本公使 telegraphed that Russian Government published in the government gazette 十八日 announcing recent affairs in Corea substantially same as reported in your telegram 27、 adding that they have authorized Russian Minister in Corea to declare to the Corean Government that if they think they can maintain their independence without assistance of Foreign power Russia will recall financial adviser but military officer after their dismissal、 will be left temporarily at the disposal of Russian Minister in Corea.
In view of unsettled state of affairs、 Russian Government further declare that hereafter they may refrain from taking every active paths in the affairs of Corea、 in the hope that young country that had been consolidated by Russian assistance shall be able to maintain internal order as well as perfect independence、 but when it shall prove otherwise Russian Government will take steps to protect interests and rights as great neighbouring power to Corea.

(7)ロシア駐在の日本公使からの打電によると,「ロシア政府は18日政府機関紙に貴下の電文第27号に報告されていたことと大体において同一の『韓国の最近の事件』を発表し、韓国駐在ロシア公使は韓国政府に対して、彼らが外国の助けがなくても独立を維持できると考えているのなら、ロシアは財政顧問を召喚するつもりだが、（ロシア）陸軍将校は解任後も韓国駐在ロシア公使の裁量にまかせると宣言してもよい、と承認したことを付け加えて報道したとのこと。
ロシア政府はまた不安定な事態に照らして、ロシアの助けで強化した新興国家が国内の秩序だけに止まらず完全な独立を維持できるだろうと希望しつつも、今後韓国内部の事件に対し全ての積極的な方法は慎むが、そうでない場合ロシア政府は韓国の隣の大国として利益と権利を保護するための措置をとることを宣言している。」
