(9) In reference to my telegram 8、 I have instructed to 在露公使 as follows:
From my telegram 30 you might have observed that Japanese Government have availed themselves of this opportunity to propose to Russia the division of sphere of influence according to boundaries between Corea and Manchuria.
So long as the situation in the Eastern China remained unchanged、 Japan was content with equal share of influence with Russia in Corea.
But now Russia is about to extend her activity to Manchuria and its ports and harbours ―which Japan cannot regard with indifference― her past relation with that province.
Japan’s interests、 on the contrary、 speaking commercially、 historically and from national sentiment are incomparably greater than those of any other power and are bound to increase and expand still further、 making it impossible for Japan to neglect them.
For reasons above said、 Japanese Government declare that Russia、 whilst endeavoring to develope her new acquisitions and safe-guard her immense interests in future、 should consent to leave Corea entirely under the influence of Japan. Of course even in that case、 Japanese Government are determined to uphold the independence of Corea by not to interfere directly in the internal affairs but to continue their present attitude and the above proposal by Japanese Government is solely due to the desire on their part to avoid any possible irritation which might perhaps result from new state of things and to remove complication and forever all causes for misunderstanding and disagreement which might prove detrimental to the ever increasing friendly relation between the two Empires. In giving answer of Japanese Government as mentioned in my telegram 30、 I have explained the above in detail to 在日本露国公使 and I trust you will take every opportunity of impressing upon Russian Government view of Japanese Government expressed above and express at your best effort to accomplish our objects.

本官（＊外務大臣）の電文第8号に関連して、本官はロシア駐在公使に次のように訓令した。
「本官の電文第30号であなたは、日本政府がロシアに対して、韓国と満州の境界線に沿った勢力圏分割を提案するために今回の機会を利用したことに気付かれたであろう。
東清（＊清国東部）地方の状況が変わらなかったときには、日本は韓国でロシアと同一の勢力範囲を持つことで満足したのだが、しかし今、ロシアは彼らの活動範囲を満州とその場所のいくつかの港にまで拡大しようとするのなら、日本はその地域との過去の関係に照らして無関心にそれを眺めることはできません。
それとは対照的に、日本の利害関係は、商業上にも歴史的にもそして国民情緒に照らしてみると、どの他の列強のそれよりも比較できないほど大きく、また今後明らかにさらに増大して拡大される見込みであるため、日本はそれを絶対に等閑視することができない。
上記理由から、日本政府は、ロシアが自分の新しい取得地域を発展させ、今後、自国の莫大な利権を保護しようとする時には、韓国を完全に日本の勢力下に置くことに同意しなければならないと、宣言するのである。
その場合でも、もちろん日本政府は、韓国の国内問題に直接干渉することなく、その独立を支持しながら、現在の姿勢を継続することを決意しており、上記の日本政府の提案は、新しい事態に多分発生するかもしれない可能性のあるいくつかの刺激を避け、紛糾と二帝国の間の今まで増進された友好関係に害を及ぼす誤解と不和のすべての原因を今後永久に削除したいとの希望に起因するものである。
本官は、電文第30号に言及された日本政府の回答を送りながら、日本駐在ロシア公使に、上記の事項を詳細に説明した。
本官は貴下があらゆる機会を利用して、上に言及された日本政府の見解をロシア政府に強調し、私たちの目的を達成するために最善を尽くすだろうと信じて疑わない。」
