Memorandum
The Ministers of Russia and Japan having conferred under instructions from their respective governments have arrived at the following conclusions:
1. The present situation at Seoul being entirely abnormal and the return of the Majesty the King to the Palace being essential to the restoration of tranquility, the Russian and Japanese Ministers will jointly advise the King to return to the Palace after having first consulted the other foreign Representatives with a view to secure their moral support in recommending the proposed step. The Japanese Minister is ready to remove the Japanese troops from the barracks in front of the Palace and to give the assurance that they are under strict discipline and that the most complete and effective measures are taken for the control of Japanese soshi.
2. The existence of a firm and efficient government being necessary to restore and maintain peace and order, the Russian and Japanese Ministers will always endeavor to induce the King to appoint moderate men as Ministers and they will also see that justice will not be made to subserve the vindictive purpose of one faction or the other.
3. In the present state of affairs in Corea, the Japanese troops are necessary for the protection of the telegraph line between Seoul and Fusan. Those troops, which now consist of three companies, will be withdrawn as soon as the insurgents along the line are dispersed and replaced by gendarmes who will be distributed as follows: 50 men at Taiku (大邱), 50 men at Kafun (可興) and 10 men each at intermediate posts. This distribution is liable to some changes, but the total number of the gendarme force will never exceed 200 men.
4. The Japanese troops at Seoul will be reduced to two companies of 200 men each. This strength of the Japanese forces will be maintained until the complete restoration of tranquility in the interior.

露日両国公使はそれぞれ自国政府の訓令下に協議し次の結論に到達した。
1. ソウルの現事態は非常に不正常な状況であり平穏を回復するために国王陛下の還宮が絶対に必要であるので、露日両国公使は提議された措置を勧告する事において先ず他の外国代表たちの精神的指示を確保するために彼らと相談した後、国王に還宮を助言する。日本公使は自ら進んで日本軍隊を宮闕正面の兵営から移動させ、彼らを厳格に統制して日本の壮士たちの取り締まりのために最も完璧で効果的な措置を取ることを保障する。
2. 安寧と秩序を回復し維持するため確固とした、効率的な政府の存在が必要であり露日両国公使は国王に穏健な人物を大臣として任命することを勧めるよう常に努力する。また裁判がどの党派の報復的な目的にも寄与しないよう留意する。
3. 朝鮮の現事態に照らしてソウルと釜山間の電信線保護のため日本軍隊は必要である。現在三個中隊で構成されているその軍隊は電信線周辺の暴徒たちが撃退されるなら即時に次に配置される憲兵たちで代置し撤収する。大邱五十名、可興五十名、中間警戒区域にそれぞれ十名ずつ、この配置は若干変動されうるが憲兵の総兵力数は二百名を超過できない。
4. ソウルの日本軍隊はそれぞれ二百名ずつの二個中隊に減縮される。この日本軍兵力は内陸の平穏が完全に回復されるときまで維持される。
