(212) I [telegraphed] to St. Petersburg 公使 十月二十五日.
Your telegram so received.
In reply to the inquiry of Russian Minister for Foreign Affairs regarding advisability of withdrawing Japanese troops from Corea, you are hereby authorized to declare that troops are stationed in Corea to guard lines of communication and to maintain tranquility and to protect Japanese Legation, Consulate and subjects.
In the absence of cable between Japan and 奉天 peninsula it is essential for Japanese Government during occupation of peninsula to maintain through Corea telegraphic line with occupied territory. Besides, □□□ of occupied points are inaccessible by sea, especially in the winter. Consequently agreeably important overland routes for transporting supplies.
Past experience teaches line of communication through Corea only maintainable by constantly guarding them,
Larger portion of troops in Corea actually employed in that service. It is firm intention of the Japanese Government immediately upon the evacuation of 奉天 peninsula to make understanding with Corean Government regarding future operation of these telegraphic lines and to forthwith recall troops employed in maintaining lines of communication. Regarding troops in Corea for purposes of peace and protection, the reports made by 井上 伯爵 after return from Corea confirm statement of 在日本露公使 to me 七月三十一日 1895 respecting tranquility and disposition of the King to effect necessary reforms notwithstanding recent deplorable incident which has somewhat modified without absolutely changing situation.
Japanese Government hope view of Russian Minister may prove correct and that reforms having been set in motion will progress without adventitious aid and consequently that Corea will shortly be able to maintain order and already protect foreigners. In that event, Japanese Government gladly will withdraw troops stationed in Corea for those purposes.
Japanese Government having repeatedly in unmistakable language unreservedly declared their recognition of such independence can have no ulterior designs against the integrity of Corea. They will be consequently gratified when they can safely recall all troops. In the present situation so far as are concerned administrative affairs policy of Japanese Government is one of non-interference and they will share equally with the other treaty powers attitude of expectancy. Only Japanese Government do not doubt but what these frank avowals will serve completely to remove all apprehension of Russian Government.

(212) 私は10月 25日、セントペテルブルク駐在公使に次のように電送した。

「貴下の電文を受け取った。朝鮮からの軍隊撤収勧告と関連して、ロシア外務大臣の照会に回答するにあたって、貴下は今や『我が軍隊は通信線警備と平穏維持、および日本公使館と領事館そして日本市民の保護のため朝鮮に駐屯していること』を声明してもよい。
　日本と奉天半島（＊遼東半島）の間に海底電信線がないので、この半島の占領期間中に日本政府が朝鮮を通じて占領地域との電信線を維持するのは必須である。その他には □□□占領地点は海からは、特に冬には接近することができず、したがって補給品輸送のために陸路が重要であることは言うまでもない。
郵便物に関する経験から朝鮮に電信線はひとえに持続的な警備によってのみ維持できることが分かった。朝鮮にある兵力の大部分は実際にその業務に従事している。奉天半島撤兵後は、即時この電信線の将来の使用に関して朝鮮政府と合意を為し、通信線維持に従事する兵力を直ちに召還しようとことが日本政府の確固として意図である。
平和と保護の目的のための朝鮮内の日本兵力に関して朝鮮から帰国した井上伯爵の報告は、情勢の完全な変革はないままわずかばかりを変化させる最近の嘆かわしい事件にも拘わらず、必要な改革をなそうとする国王の意図と、国内の安定に関し1895年 7月 31日 私に伝達した日本駐在・ロシア公使の声明を確認してくれている。
　日本政府はロシア公使の見解が正確であることを願いつつ、着手できた改革（＊朝鮮政治の改革）が外部の助けなく進捗し、その結果朝鮮が遠からず秩序を維持し、外国人たちを保護することが出来るようになることを希望する。そうなりさえすれば日本政府はその目的のために朝鮮に駐屯している兵力を喜んで撤収させるだろう。
日本政府はそのような独立をいったん認定するようになれば、後日朝鮮の独立を侵害する考えは持つことができなくなると、誤解の余地のない言葉で繰り返し率直に声明した。したがって我々がすべての兵力を召喚することが出来る時我々は満足するだろう。
現情勢下で行政業務に関する限り日本政府の政策は不干渉主義であり、その他の条約国と期待感を快くともにするものである。
日本政府はひとえにこのような率直な言明が、ロシア政府のすべての憂慮を完全に払拭することにおいてどれほど助けになるかを疑わない。
