Memorandum prepared and presented by the Russian Minister after having consulted his views on the four points indicated in your instruction of □月 六日 is substantially as follows:
1. Russian and Japanese Ministers will jointly advise the King to return to the Palace after having first consulted the other Foreign Representatives. In order to secure their moral support in recommending this step. Japanese Minister is ready to remove Japanese troops in front of the Palace and to give assurance as to the control of the troops and Japanese soshi.
2. A firm and efficient Government being necessary to restore and maintain peace and order, Russian and Japanese Ministers will always endeavor to induce the King to appoint moderate men as Ministers and see that justice is not made from cuburac vindictive purposes of one or the other.
3. Japanese troops at 京城 are to be reduced to two companies of 200 men each. This strength of Japanese forces at 京城 and one company each at 釜山 and 元山 are to be maintained until the complete restoration of tranquility in the interior.
4. Japanese troops for the protection along the telegraph line between 京城 and Fusan are to be withdrawn as soon as the insurgents along the line are suppressed and to be replaced by gendarmes who will be distributed as follows: 50 at 大邱, 50 at 可興 and 10 each at 10 intermediate posts. This distribution may be changed, but the total number of the gendarmes will never exceed 200
(5) [日本 本国政府に報告したロシア側覚書 要旨]
□月 6日付（＊５月６日か）閣下の訓令に指摘された四か条項目に関する私の見解を協議した後ロシア公使によって準備され提示された覚書は大略次の通りである。
1. ロシア・日本両国公使はまず別の外国代表たちと協議後、共同で国王の還宮を勧誘すること。この処置を勧誘することにおいて彼らの道義的支持を確保するために日本公使は王宮前の日本兵力を移動させ軍隊と日本壮士たちの取り締まりを保障しなければならない。.
2.平和と秩序を回復し維持するために安定した有能な政府が必要で、ロシア・日本両国公使は国王に穏健な人物の大臣任命を勧告するよう常に力を注ぎ、裁判が終わった二人の人物（＊大院君と嫡長孫・李�沛亜砲�報復的な目的を成し遂げることのないよう注意する事。
3.京城の日本兵力はそれぞれ二百名の二個中隊に縮小されなければならない。京城のこの日本軍兵力と釜山及び元山の各一個中隊は内陸地方の平穏の完全回復時まで維持される。
4.京城と釜山間の電信線保護のための日本軍は電信線縁辺の暴徒たちの鎮圧後即時撤収、憲兵たちに代置され彼らは次のように配置されること。 : 大邱 50名、可興 50名、十個の中間地点にそれぞれ十名ずつ、この配置は変更されることができるが憲兵の総数は 200名を超えることはできない。
