(128) After 平壌 victory it is of the utmost importance that Corean officer of high rank should proceed at once there for the purpose of restoring order and bringing the people into obedience to Government. Persuade Corean Government of this importance and if necessary you may send member of your legation with Corean officer. But do not fail consulting with 山県 before taking steps.

(144) [日本軍戦勝地域に朝鮮軍将校派遣 指示]
(128) 平壌勝利後には、秩序回復と政府に対する民衆の服従ために、朝鮮軍高級将校の即刻の現地進出が非常に重要である。この措置の重要性を朝鮮政府に納得させること。
必要な場合貴方は公使館職員を朝鮮軍将校とともに派遣することができる。
しかしその措置を取る前に必ず山県と協議しなければならない。
