It appears that arrival of 3,000 Japanese soldiers at 仁川 was decisive in changing attitude of 李鴻章 and convinced him of war in resisting Japanese action in Corea. Most of foreign representatives have not yet grasped exact. Situation at this moment. In the meantime Japan's vigorous and decisive action is necessary in order to give no time for European intervention and Chinese warlike preparations. British Minister suggests that 王大臣 will be disposed to consider proposals if they are approached on a basis of the integrity of Corean territory and prevention of disturbances. Telegraph your views regarding this suggestion.

3,000名の日本兵力の仁川到着が李鴻章の態度変化に決定的作用をして、朝鮮での日本の行動を妨害するための戦争を決心させたようだ。大部分の外国使節はまだ現在の正確な状況を把握できないでいる。一方ヨーロッパ側の干渉を清国の戦争準備に時間的余裕を与えないために、日本側の積極的で決定的な行動が要求されている。英国公使は、我々が朝鮮の領土保全と騒乱の防止に関する基本事項に対し交渉を始めるなら、王 大臣は我々の提案を考慮する意志があるだろう、と提案した。この提案に対する閣下の見解を電送していただきたい。
