It appears that arrival of 3,000 Japanese soldiers at ¿ÎÀî was decisive in changing attitude of Íû¹ã¾Ï and convinced him of the necessity of war in resisting Japanese action in Corea. Most of Foreign Representatives have not yet grasped exact situation at this moment. In the meantime Japan's vigorous and decisive action is necessary in order to give no time for European intervention and Chinese warlike preparations. British Minister suggests that ²¦Âç¿Ã will be disposed to consider proposals if they are approached on a basis of the integrity of Corean territory and prevention of disturbances. The following telegram has been sent to ºßϪÀ»ÇÈÆÀÔȸø»È and ºß±ÑÎÑÆØÉܸø»È:
Russian Minister called on me Ï»·îÆ󽽸ÞÆü regarding Corea.

He informed me that Chinese Government had asked good offices of Russian Government and that in consequence Russian Government had instructed him to suggest to Japanese Government that they should endeavor to avoid collision with China which owing to presence of troops of both countries in Corea seemed imminent(?)

I assured Russian Minister that our sole objects was to ameliorate condition of Corea and place independence upon firm and enduring foundation and that in fulfillment of that object, we had proposed to Chinese Government creation of Joint Commission devoted to labor? of formulating measures looking to improvement in Corean administration.

That scheme, I added, had been rejected by China, I these called Russian Minister's attention to inconsistence of Chinese Government in demanding withdrawal of Japanese troops from Corea, while actually engaged in dispatching reinforcements to Corea and making preparations for sending thither additional forces amounting in all to 5,500 soldiers besides 2,500 already there.

Japanese Government, I continued, were familiar with the history of methods pursued by China in Corea and consequently that they unfortunately could not regard mere verbal assurances of China as sufficient guarantee upon which to withdraw their forces, since withdrawal of their army with that of China might occasion renewal of revolt and serve as pretext(for) reintroduction of Chinese troops into Corea.

In short, I said that Japanese Government were convinced that continued independence of Corea depended upon introduction of radical reforms in the administration.

I also told Russian Minister that present situation had been forced upon us by circumstances beyond our initiative or control.

Under these circumstances, I said that Japanese Government did not feel at liberty to withdraw their troops, unless one of the following Courses was adopted:
first that Japan and China join in arrangement to examine and devise measures having for their object perpetuation of Corean independence and amelioration of the contition of the kingdom;
or second if China finds insuperable objection to taking part in such work, that she shall¡Ä¡Ä? engage neither directly nor indirectly to interfere with Japan in prosecution of the undertaking.
Finally, I declared to Russian Minister that our Mission(?) in Corea was one of peace and civilization and has so far as China was concerned we are in defensive attitude(?) You are hereby instructed to make declaration to Russian Government in the above sense.
