○たばこ会社が協同戦略を開始 1950年代初めには、増加しつつあった肺がんの原因を調べる研究者らが、喫煙と肺癌の関連性に気づいており、一般社会でも注目されつつあった。1953年、喫煙が気管支の癌を起こす、とするワインダーとグラハムの論文が発表された直後、たばこ会社の株は下落し、たばこの売上げも減少した(売上げの減少は、大恐慌以来の出来事であった)。 喫煙と疾病が関連性するという科学的証拠が積み上がりつつあることに危機を感じたたばこ会社は、これら科学的証拠に対抗するため、会社どうしで協同歩調をとる必要性を認識し、1954年に「たばこ産業研究委員会(the Tobacco Industry Research Committee、TIRC)」を設立し、“喫煙と健康に関するあらゆる事柄”についての研究に資金を提供することとした。同年10月19日の内部報告書によると、TIRCの重要課題は、「現在と将来の(たばこに対する)攻撃を止める十分強力な科学的基礎を作りあげること」とされた。
