計画停電などで、コンピューターに向かえる時間は一秒一秒が貴重だと思います。
私の場合その制限はありませんので、"Japan earthquake how to protect yourself"英語ページで重複していないと判断した部分を順次英訳していこうかと思います。情報は早いほうがいいと思いますし。
このやり方でよろしいでしょうか?別のやり方がよいとお考えでしたら、どうぞおっしゃってください。
上記の翻訳を行ないましたので、ここにペーストします。いそいで行ないましたのでいたらない部分もあると思いますが、早いほうがよいと思いますので、載せることにしました。概ね忠実に訳したつもりですが、一カ所だけ、血液透析の項目で、「日本透析医会災害情報ネットワーク ( #foxnumber6 live at http://ustre.am/npvD) 」のページが見当たらなかったので、これは削除しました。変更が必要な箇所などは、ご遠慮なくどうぞ。

In case of emergency:
Prepare water, snacks and towels
Prepare blankets
Do not use candles and lighters
Restrict the usage of telephone to strict minimum
Buildings and roads: If you need to stay inside buildings, choose the newest building possible. Walk in the middle of a wide road.
Car: In case of evacuation, use bicycle rather than car. When you leave your car, leave the key on, so that it can be removed out of the way if necessary. Since everybody is likely to be in a state of panic, secondary disaster could happen, e.g. traffic accident. If everybody uses his car, traffic jam could occur, which in turn might hinder disaster-relief work.
Elevator: If the elevator is equipped with a seismic sensor, it will automatically stop at the nearest floor, but if not, push all the buttons on the elevator and get off where it stops. Then use the staircase.
Red paper notice 'zenkai (totally destroyed)': If a red paper is attached to a building after the earthquake, it means that the building has been evaluated as 'totally destroyed'. It could collapse at any moment, so do not approach them.
Vending machine: You can get Suntory beverage for free. The upper right part of the machine's front door has a round sticker. Strike it open with your hand, then pull off the sticker you find inside to the right. A red internal lever will appear. When you pull this downward, the outer door will be unlocked. Open both outer and inner doors and you will be able to take out beverages for free. Vending machines of Coca Cola also offer beverage for free in case of emergency.
Mineral water, green tea, tap water: Do not use mineral water as drinking water, since clean water can be useful in many ways. Also green tea can be used as disinfectant. Drink rather black tea or juice. But never drink tap water, as it may contain red rust because of the earthquake.
Cigarette: Gas pipe can be broken, causing gas to leak. Do not light your cigarette while outdoor, since it can explode. In Nishinomiya, there were several cases where people who lit their cigarettes died of gas explosion.
***Toilet***
How to make portable toilet: Place two layers of plastic bags in a lavatory and tie part of the opening to a pipe, etc. Put newspaper inside and add disinfectant solution or spray it. Exchange the plastic bag to a new one when necessary. In this way, water is not needed. This is a method taught by a member of Self Defense Force at the time of the Great Hanshin Awaji earthquake.
***Electricity, Gas***
Battery recharger: Big camera offers battery recharging for free.
Electricity saving: Earthquake caused big damages and there might be shortage of power supply. Therefore use as little electricity as possible. Also, never touch broken electric wire.
Breaker: In regions with power failure caused by earthquake, turn off all the breakers. When the electricity is reestablished, turn on small circuit breakers one by one. If earth leakage breaker does not turn on, do not force it on but contact electrical power supplier, in order to avoid fire by leakage.
If gas is cut off: Tokyo gas Co. automatically stops gas supply when earthquake with the intensity of 4 occurs. However, it is easy to restore. On microcomputer meter, you will find reset button on top left. Take off the cap, push the reset button slowly and then release. Red light above the meter will blink for three minutes and after that, gas supply will be reestablished. Make sure beforehand that all gas appliances are turned off.
***Rescuing tips***
Dizziness caused by earthquake: Close your eyes and breath deeply for about ten seconds. If your mouth is dry, moisten it with water etc. Since aftershock is likely to continue for a while, it would be useful to know how to cope with it.
How to stop bleeding: Plastic foil, sanitary pad and stockings are all useful to stop bleeding. Place them on the injury and elevate the injured part above the level of the heart. Although it is sometimes argued that it is not recommended to tie the wound, if the bleeding does not stop, blood gushes out or its color is bright red, this might be arterial bleeding and thus life threatening. In order to stop bleeding as soon as possible, apply constrictive bandage but release every 30 minutes or one hour to avoid necrosis. When the bleeding stops, untie immediately.
Rescue of drowned person: Check if the drowned person is breathing. Whether or not he is breathing, do not apply pressure on his stomach in an attempt to make him vomit water. If he is breathing, place his head sideways to avoid choking from vomit. If he is not breathing, begin cardio-pulmonary resuscitation. In both cases, cover him with blanket and keep him warm.

Crush syndrome: If you find somebody whose body has been strongly compressed for a long time, do not try to rescue him yourself but call the ambulance, since he can develop crush syndrome and, in the worst case, die. However, if he was compressed just recently, rescue him immediately.
Rescue signal: If you are buried between debris and unable to move, make sound by tapping anything around, e.g. desk leg. Rhythm of 2-5-2 is a distress signal and firefighters will rescue you.

Security measures: In times of disaster, there have been cases where some men offered women to use their bathrooms with the intention of raping them. When you are evacuating or changing location, try to avoid being alone and please be very careful. Many sexual crimes have been reported in times of disaster.
If you are assaulted, use hard part of your body (such as elbow, knee, head, ankle, teeth) to attack your assailant's soft part (nose, eyes, ears, lips, tongue, crotch, fingers), by biting, hitting or kicking. Slapping is more effective than punching. After you slap your assailant, run away as quickly as possible.
Stocking: When you evacuate, take off your stockings, since they can catch on things. Also when fire erupts, close contact with the fire could cause severe skin burn, because nylon stockings melt and fuse. Once you take off your stockings, keep them with you, since they can be useful as a tourniquet to stop bleeding.
Sanitary pad: Ladies please prepare large amount of sanitary pads. It will be very useful not only for your personal use but also to help injured people to stop bleeding. This is a preparation that only you ladies can do, so please be equipped.
