(9) In answer to my telegram instructing to ascertain and report whether Chinese Government has consented to Russian Squadron anchoring in 旅順口、 在清国北京公使 telegraphed as follows:
“In reference to your telegram of 72 I have seen 李鴻章 and 張□伯 在総理衙門、 they said that Chinese Government has consented to the anchorage of Russian fleet in 旅順口 but that in temporary and not permanent nature. Moreover they said that the demand of anchorage has been made of Russian Chargé d’Affaires in 北京 a few days ago on the ground that Russia might thence have occasion of offering friendship to China. They added that Chinese Government has given consent with the hope that it might furnish them reason to solicit assistance of Russia although they do not attach a great deal of expectation if such assistance and that Russian demand is not based upon any pre-existing convention.”

(9) 清国政府がロシア艦隊の旅順港停泊に同意したかどうかを確認し報告せよという本官の電文訓令に対する回信で、清国北京駐在公使は次の用に打電して来た。

閣下の電文第七十二号と関連、本官は総理衙門（＊官府）で李鴻章と張□伯に会った。彼らが言うには
「ロシア政府は清国艦隊の旅順港停泊に同意したが、それは臨時の事であり恒久的な性格のものではない」
と言った。また李鴻章たちは、
「数日前北京駐在ロシア代理公使が、今後ロシアが清国に友情を表す機会を得ることができるという理由を揚げて、旅順港停泊を要求した」
と言った。また李鴻章たちは更に付け加えて、
「ロシア政府は、清国政府はそのような支援がまだ存在していないので大きな期待を持ってはいないが、清国政府にロシアの援助を勧誘する理由を提供するかもしれないという見通しで同意した」
と付け加えた
