From. 大臣:
(12) Telegraph line between 京城 and 釜山 will be repaired quickest by military engineers commencing from both ends. Use your discretion whether the work is done as under direct control of Japanese Govt or in the form of request of Corean Government in compliance with which Japanese Government furnished engineers and necessaries which will be sent soon. Consult with 大島 who will receive instructions on the subject. Arrange for coming commencing repairs from 釜山 end.

(12) 京城・釜山間の電信線は陸軍技術者たちによって両都市より始められ迅速に修理される予定である。
その作業が日本政府の直接的な統制下で遂行するか、そうでなければ朝鮮政府の要請に応じ日本政府が技術者と装備などを提供する形式で進めるか、は貴方の裁量で実施すること。
大島＊がその問題に関して指示を受けるようになっているので彼と相談すること。
釜山側から修理を始めるように準備すること。
