3) Communicate the following officially in writing to the Chinese Government, as reply to their declaration.
The disturbances which are of frequent occurrence in Corea have their source in the derangement of interval administration of that country. Consequently the Imperial Government believe it best to encourage the Corean Government to eradicate the cause of disturbance by introducing internal administrative reforms and the Imperial Government considered that for the purpose of enabling Corea to accomplish the desired reforms nothing would be better than the conjoint assistance of the Government of Japan and China which have in common a vital interest in that country.
Accordingly the Imperial Government proposed to the Imperial Chinese Government that such assistance be given to Corea, but to their great surprise, the Imperial Chinese Government definitively rejected the proposal of Japan and limited themselves solely to a request for the withdrawal of the Japanese troops from Corea. Recently Her Britannic Majesty's Minister at Peking animated by friendship and goodwill towards Japan and China tendered his good-offices and endeavored to conciliate the differences existing between the two countries; but the Imperial Chinese Government still continued solely to insist upon the retirement of the Japanese forces and manifested no disposition to acquiesce in the views of the Imperial Japanese Government. The only conclusion deducible from these circumstances is that the Chinese Government are disposed to precipitate complications(是則非貴国好事而何也)and in this juncture the Imperial Japanese Government find themselves relived of all responsibility for any eventuality that may, in future, arise out of the situation.

(3)公式に彼らの宣言書に対する書面回答として次の事項を清国政府に伝達しなさい。

「朝鮮で頻繁に起こっている騒乱事態はこの国の国内行政の混乱がその原因といえる。
当然帝国政府は国内行政の改革を導入することによって所要の原因を除去するように朝鮮政府を促すことが最も良いと信じている。
また帝国政府は、朝鮮がみずから望んだ改革を成就することができるようにするためには、どんなことも共通してこの国に絶対的な利害関係を有している日本と清国政府の合同支援よりもより良いのはないと考える。
したがって帝国政府は日清合同の支援が朝鮮に与えられなければなければならないと清帝国政府に提案したが、非常に驚いたことに、清帝国政府は日本の提案をはっきりと拒否したし、彼らの要求を単に朝鮮から日本軍の撤兵させるための要求に限定した。
北京にある清国駐在・英国公使は、最近日本と清国に対して、友情と善意によって鼓舞されて好意を提供し、両国間に存在する不和を和解させようと努力した。
しかし清帝国政府は相変らず日本軍の撤収だけを主張し続け、日本帝国政府の見解を受け入れようとする意向を一度も表明しなかった。
このような状況から推論できる唯一の結論は、清国政府が混乱を加速しようとする意志があるということである。
したがってこのような情況の中で日本帝国政府は、今後この状況から発生するかもしれないどんな偶発的な事件に対しても、そのすべての責任が日本帝国政府から除去されたと見る。」
