Dear Minister,
I am writing to urge you to immediately halt the unlawful attacks which have
caused the death of more than 300 Palestinians and one Israeli civilian since
December 27. Although I condemn the launching of rockets from Gaza into
Israel by armed Palestinian groups, the attacks against Gaza is disproportionate.
I am also disturbed by a humanitarian crisis in Gaza caused by the Israeli
blockade. I recognize that the Israeli authorities have a duty to protect their own
citizens, but that security measures must not violate Israel's obligations under
international human rights and humanitarian law. I therefore urge you to lift the
restrictions imposed on the passage of persons, and of fuel, electricity and basic
necessities into the Gaza Strip. The exit of Gaza patients in need of medical
treatment not available locally should not be hindered. I also call on you urgent
efforts to secure an immediate agreement which will allow the Rafah crossing
between the Gaza Strip and Egypt to reopen.
