introduced by the will of His Majesty and the efforts of the Tai-In-Kun.
The question of Corea's independence is one which for the moment need not be discussed and since the Imperial Government will find it possible to adjust directly with Corea, the question of parity of treatment with China in all that concerns the commercial and political relations of the two Countries, that subject does not demand present consideration. The Government of His Majesty the Emperor therefore are no longer called upon to await the concurrence of China.
The Imperial Government have ascertained from the most reliable source that China has despatched a large body of troops overland as a hostile demonstration against both Japan and Corea and that those troops actually crossed the Corean frontier on the 25th July. China's apparent willingness to listen to the friendly counsels of Foreign Powers was, therefore, nothing more than an indirect and disloyal measure for gaining time to push on warlike preparation. This unworthy subterfuge is, moreover, exposed by the recent news to the effect that Japanese men-of-war have been fired on near Gazan.
In this situation the Imperial Government are compelled to withdraw the proposals which, at the suggestion of the friendly Powers, they made to China.
In presenting these considerations to your Excellency's enlightened and impartial appreciation I beg to assure Your Excellency that it is a source of profound regret to the Imperial Government, that they should thus be obliged, by the unreasoning and unreasonable obstinacy of China to render abortive the conciliatory efforts of the friendly Powers. Nevertheless the inclinations of His Imperial Majesty's Government are always pacific and they will at all times be ready to listen to peaceful proposals not incompatible with the actual condition of affairs and the honor and dignity of the Empire.

本官はソウルの我が陛下の使節（＊公使）から、国王の父親である大院君が王国の最高統治権を付与され、改革作業もまた同人の手に委託されたことを報告して来たことを閣下に急ぎお知らせします。
大鳥公使が国王の言葉を受け王宮へ召喚され、そこで大院君が改革の総べての問題を同公使と相談することを確言したという。朝鮮政府の総べての腐敗官吏たちは彼らの職責からはずされ、最初から我が帝国が熱烈に希望した改革が事実上開始されるということだ。
帝国政府は清国との協力のもとで改革事業に着手することを渇望したのだが、清国のある目的で反復される拒否にもあきらめず交渉提議を繰り返してきたのでした。
いまや多幸にも、希望してきたその改革が、我が陛下の意志と大院君の努力によって開始される展望がまさに見えています。
朝鮮独立の問題は今現在論議される必要がない事項であるが、帝国政府が二つの国の通商および政治関係に関する総べてのことが、清国との同等な待遇条件で、朝鮮との直接調整が可能であることが確認されることで、その問題はいまのところ考慮しなくてもよいのです。このように陛下の政府はいまやこれ以上清国の同意を待てという要請を受けなくてよいのです。
非常に信頼できる消息通から確認したところによれば、清国は日本と朝鮮両国に対して戦争示威として大規模な軍隊を陸路から派遣しており、その兵力は7月25日事実上朝鮮国境を越えたという。しかし、見たところでは列強たちの友好的な勧告を受け入れようとしているように見える清国の態度は、戦争準備のため時間を稼ごうとする不誠実な手段に過ぎない。
またこのような不道徳なごまかしは牙山の近くで日本の軍艦が射撃を受けたという最新の報告によっても確認されています。
このような状況では帝国政府は、友邦列強たちの発意に従い清国政府に提示した提議を撤回せざるを得ません。
閣下の公明正大かつ明晰な洞察力にこのような顧慮事項を提示しつつ、 列強たちの重大な努力を無駄にしてしまう清国の道理を知らない没常識な頑固さによって、このようにしないではおれないことが深甚な遺憾の根源であることを尊敬する閣下に申し上げたいのです。しかし陛下の政府はいつでも妥協的であり、事態の現状況と帝国の名誉と威信に違背されない限り、平和のための提議はいつでも傾聴する用意があります。 敬具.
