Yes, that's right: they say you learn to write before you learn to read, at least as a child. I think that is probably correct as you learn, at least here in English, to write the 26 letters of the alphabet before you learn to read words. Japanese has so many symbols that you cannot possibly learn them all before you learn to read. The two languages are taught very differently, both as first and subsequent languages.

But we are not in Japan.
First, the children in a kindergarten or a nursery school are read books by their teacher. After that they started to read same books without their teacher.
Second, they started to write words after they entered an elementary school.

In japan, children learned reading faster than writing.
I believe Japanese education system is correct.
Writing is the most difficult education.

I'm not saying that I entirely agree with the Montessori school's method of teaching but I found it interesting. That is their philosophy. Overall, their teaching methods are quite different from standard schools here but my son really enjoys their unique style.

I feel you are right that writing is more difficult than reading. I certainly find that to be true with my attempts at Japanese. I can understand the meaning of another person's writing much more easily than I can formulate my own writings in Japanese. It is difficult and disappointing some days but I will persevere.

So I understand their peculiar learning order.
I hope you to build up your Japanese skill day after day.
I recommend you to read Japanese books which an elementary school studant read, yes, you maybe read easy, and study Japanese grammar and Japanese structure in their books.

And I have an opinion for Hearing and Speaking is hard than Reading and Writing.
I means Hearing and Speaking like a local people,and not just for two,but before many people,like hot discussing or speech.
I think Reading and Writing is still,you can spend your time on them,you can correct your mistake.
But the hearing can't wait for you again,if you miss that second,you miss them forever.
What's more,for speaking,if you have an interrupt before when you are doing presentation or saying some romantic words before you lover,what the hell is our shame.

I agree some parts of your opinion.
Writing is able to be writen again on the paper.
Reading is able to be searched words on the dictionary.

But Hearing is also able to be heard again and again until you understand.
Speaking is able to be spoken without fluency and if it is failed, to be spoken again and again until the other person understand.

Words isn't only characters but is our communication tool.
If they aren't used, human being can't understand each other.
If the other person tell us at the first onset, we can know the language's rhythm and mean.
We can speak "please teach me your language" and then the other person can teach us reading and writing.

After all, if we can hear, we can speak, if we can speak, we can learn how to read and write.
Then It is the important method to study languages;
Hearing->Speaking->Reading->Writing.

If this method is had a problem, it is only person's psychology.
